Subject: Exports – Non-clearance of AR4s. (under Value Based Advance Licence/ quantity Based Advance Licence) immediately affecting the exports – Regarding.

I am directed to say that a number of complaints have been received from the trade circle to the effect that delay in clearance of AR4s. (under VBAL/QBAL) by the Central Excise officers, is adversely affecting the exports.

2. The issue have been examined by the Board. All Collectors are advised to ensure that AR4s are cleared by Central Excise officers expeditiously and there is no delay in clearance of the the same. It should be impressed upon the concerned officers that delay in export processing is not pardonable. In case of serious persistent complaints of delay effective administrative action must be taken.

3. The Collectors are also requested to pay personal attention to exporter”s problems and to devise an effective system of accountability.
