Kindly provide me with the following information relating to the communication reference no. RBI/2020-21/41 DPSS.CO.RPPD.No.309/04.07.005/2020-21 dated September 25, 2020 which was made concerning the ‘Positive Pay System for Cheque Truncation System’, including electronic and scanned records requested under the purview of the Right to Information Act, 2005:
1. Provide the names of the Scheduled Commercial Banks including Regional Rural Banks Urban Co-operative Banks / State Co-operative Banks / District Central Co-operative Banks / Local Area Banks / Payment Banks / Small Finance Banks to which the above mentioned communication letter titled ‘Positive Pay System for Cheque Truncation System’ has been sent You may refer to the circular on ‘Positive Pay System for Cheque Truncation System’ issued by Reserve Bank of India (RBI), which is available on the website of RBI under the link: https://rbidocs.rbi.orq.in/rdocs/notification/PDFs/ NT4198C4166710AE4BBCB5AD754E42DA759F.PDF
2. In reference to point no. 1, provide the mode and manner (i.e. Speed Post, Registered Post, Courier, Email, Fax, By Hand etc.) by which the said communication letter has been ensured to be delivered.
3. In reference to point no. 1, provide the date of sending as well as date of delivery of the said communication letter to each one of the addressee banks. No such information is available with RBI.
4. Provide the names of the Scheduled Commercial Banks including Regional Rural Banks Urban Co-operative Banks / State Co-operative Banks / District Central Co-operative Banks / Local Area Banks / Payment Banks / Small Finance Banks which have implemented the Posi-tive Pay System for Cheque Truncation System’. No such information in the manner required is available with RBI.
5. In reference to point no. 4 above, provide the date of compliance i.e. implementation of Positive Pay System for Cheque Truncation System’ of/in each bank.
6. In reference to point no. 4 above, provide the names of the Scheduled Commercial Banks including Regional Rural Banks / Urban Co- operative Banks / State Co-operative Banks / District Central Co-operative Banks / Local Area Banks / Payment Banks / Small Finance Banks which have created adequate awareness among their customers on features of Positive Pay System through SMS alerts, display in branches, ATMs as well as through their website and
internet banking.
