Sub: Reimbursement of mobile phone call charges for field formations under CBEC for the current F.Y. 2015-16 under the scheme for utilization of 1% incremental revenue -reg.

Madam/Sir,

In terms of the provisions contained in paragraph 5.1 of the Department of Expenditure Office Memorandum No. 7 (3) E-Coord /2006 dated 22.07.2006, call charges for select number of mobile phones (1857) to officers of the Customs & Central Excise Department was being reimbursed under the scheme of 1 % incremental revenue as incentive provision in view of the requirement of connectivity of field officers with the senior officers at headquarters till the F.Y. 2011-12. The said facility, put at abeyance since F.Y. 2012-2013 in view of the project “Sampark” for revamping of telephone system taken up by the Department, has been restored consequent upon cadre-restructuring of CBEC as ‘SAMPARK’ scheme could not be implemented. The facility has been extended, as per the existing norms, to the newly created formations which have come into being.

2. Accordingly, I am directed to convey the sanction of the competent authority for reimbursement of call charges for 3171 mobile phones for field formations under CBEC up to a ceiling amount of Rs. 300/- + Service Tax per month per mobile as per the Annexure at a total expenditure of Rs. 1.30 crore approximately for the FY 2015-16 subject to the following terms and conditions:-

(i) The officers who opt for reimbursement of call charges for mobile phones under the Department of Expenditure Office Memorandum F. No.7(14) / C&V/ 2006 dated le November, 2006 will not be eligible for this benefit;

 (ii) The officers to be authorized reimbursement will be selected on the basis of their operational requirements and priority will be given to each important Division/ Circle and authorization will be issued by the Pr. Commissioner/Commissioner/Director General as the case may be;

(iii)   No instruments/handsets will be provided by the office;

(iv)   Officers who are given the entitlement to claim reimbursement under the Scheme are expected to use their personal mobile phone set and will bear expenses on maintenance/repair of their handset;

(v)      Officers are at liberty to choose any operator/ plan beneficial to them;

(vi)   The call charges will be reimbursed within the prescribed ceiling of Rs. 300/- per month excluding taxes on submission of bill/ receipt by the concerned officer.

 (vii) The expenditure on this account shall be met within Budget Grant for Office Expenses of the Commissionerate/Directorate and additional funds for this expenditure shall be provided from within the 1% incentive provision kept in the BE for 2015-16

3. This issues with concurrence of IFU vide their Dy.No.211/2015/IFU-11 dated 22-04-2015.
