Dear Colleagues,

This week, I am happy to inform that the ACC has approved the proposal for promotion of 1993- 96 batches to the grade of Commissioner. Necessary orders in this regard will be issued shortly.

As you are aware the Board has issued the AGT orders of JC/ADC. I am sure, by now the respective committees of Chief Commissioners of Customs, Central Excise and Service Tax in the Zones have met to decide on the rotation of the above officers as well as the existing JC/ADCs. A letter dated 18th May, 2017 in this regard has already been addressed to all the Chief Commissioners by Member (Admn). I would request all Chief Commissioners to follow the timeline and send the compliance report as indicated in the said letter. The order for regular posting of officers promoted to Group ‘A’ is being issued and a similar exercise may also be conducted for them in all zones on receiving the AGT orders.

I would like to draw the attention of all the Chief Commissioners to the issue of timely submission of RTI Quarterly Returns. While I am happy that the quarterly returns for the year 2016-17 have been uploaded, I have to mention that it took a great deal of continued persistent persuasion by the officers of DG (TPS) to get the returns for the backlog years of 2014- 15 and 2015- 16 uploaded. My request to you all is to ensure that the quarterly returns are filed within the time frame so that we are up to date at all times. I express my gratitude to the team of officers in DG (TPS) for this massive effort and to the field formations for their cooperation in this regard.

I am happy to inform that the competent authority has approved the redevelopment of DRI residential quarters in Kandivali, Mumbai through a private developer. This unique infrastructure project under CBEC provides the Department enhanced facilities and amenities for its staff without the outflow of government money.

Also, in Mumbai, the competent authority has approved the development of departmental land at New Deepak Wadi (East), Mumbai under the “Pradhan Mantri Awas Yojana- 2015” through Slum Rehabilitation Authority Scheme. At present, this land is fully encroached for the last 35 to 40 years. This redevelopment will result in availability of more residential accommodation for departmental officers on this prime location.

On the GST front, I would like to inform that as on date twenty States/ UT have passed the SGST Acts.

Further, all the Chief Commissioners may like to go through the letter issued by DG (Systems) on 24th May, 2017 on creation of location codes for the GST formations. A detailed procedure is also enclosed as annexure to the said letter for your understanding of the process of location code creation. Since this is a time bound exercise, all Chief Commissioners may personally supervise this task.

At the cost of repetition, I would request all zones to ensure a step up of outreach programmes on GST in close coordination with the State officers, continued stress on updating of officers and staff with changes in rules and continued familiarity with the GST laws.
