On July 14, 2000, the Government of India issued Notification No. 23 (RE-2000)/1997-2002, which permits the import of unused postage stamps (Exim Code No. 991100 00) for foreign participants in the International Philatelic Exhibition, Indepex Asiana 2000. This exhibition, organized by the Department of Post, will be held in Calcutta from December 7 to 12, 2000. The import is allowed under the Foreign Trade (Development and Regulation) Act, 1992, and the Export and Import Policy of 1997-2002. Participants who have booked special booths for the sale of philatelic stamps and related accessories must present a permission letter from the Department of Post when importing these stamps. This measure ensures proper regulation of imports for the exhibition and is issued in the public interest.

S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby allows import of Postage Stamps, unused, Exim Code No. 991100 00, freely, to all foreign participants who have booked Special Booths for sale of Philatelic Stamps and accessories in the International Philatelic Exhibition, Indepex Asiana 2000 to be organized by Deptt. Of Post at Calcutta, during the period 7th to 12th December, 2000. At the time of import, the importers shall be required to present permission granted by Deptt. Of Post regarding their participation in the said exhibition.
