Finance ministry has made it mandatory for taxpayers to file their central excise (Circular No.955/16/2011-CX, Dated-15th Sept., 2011) and service tax returns (Notification No. 43/2011 – Service Tax, DATED 25-8-2011) electronically from October 1, 2011. E-filing through the Centre’s online tax payment application Automation of Central Excise and Service Tax will be a must not only for returns due after October 1, but also for returns of past periods which have not been filed yet or are to be revised.
The Central Board of Excise and Customs said the returns(ER 1 to ER 8 ) would have to be filed electronically by all assesses, including export-oriented units, small-scale industries or those availing of certain exemptions, irrespective of the duty paid by them in the preceding financial year.
CBEC has also asked taxpayers to file various other documents on the electronic mode, such as the annual financial information statement and the annual installed capacity statement.

We were trying to file return by uploading the return prepared in excel utility provided by the CBEC but unable to login. Our range people could also not help us then how one files electronically.
The Notification dated 25.08.2011 only requires the returns to be filed electronically, and do not specify any particular application software to be used for e-filing the returns. However, the Circular dated 15.09.2011, in its subject, refers to e-filing of returns “in ACES”, though the contents of the Circular do not specify that ACES application is to be used for e-filing. Thus, it is viewed that a return prepared by an assessee in, say MS Excel, and e-mailed to the jurisdictional Central Excise Range Office would also be an e-filed return in fulfilment of the requirement of the notifications. The Department may consider clarifying this aspect.

to create the file and file e-returns electronically
like we do for Incometax

Great Step it will bring transparancy.
It is an excellent idea to file the papers eloctronically, but Service tax Deptt is required to issue/approve User ID and Password which they are neither giving nor acting on the applications submitted electronically. Under these circumstances the Scheme will be only a paper exercise and giving more opportunities for corruption in the Deptt. Pl make it simple like any body can file papers electrorinically with Registrar of Companies. Pl take corrective actions and intimate me accordingly
