The matter has been examined in the light of Notification No. 12/99-CUSTOMS dated 1.2.1999 issued by Department of Revenue. It has now been decided that the Designated Authorities of Pass Book Scheme and Commissioner of Customs must finalize the claims and grant credits, wherever admissible, positively by 31.3.1999. The credits granted under the Pass Books can be utilized on or before 30.6.1999 and the unutilised credit shall lapse .
Where the applicant of Special Import Licence has given any option for currency in which value on the licence is to be indicated, value of licence is to be indicated in such currency as opted by the applicant. However, in cases where no option has been given by the applicant of Special Import Licence, value of licence is to be indicated in US $ along with Indian Rupees.
Food-stuffs, medicines, clothing and blankets received by any charitable organisation, registered with Ministry of Welfare and Ministry of Home Affairs under Foreign Contribution Regulation Act, as a gift from any philanthropic organisation or person abroad, for free distribution either by itself or other charitable organisations to the poor and needy without any distinction of caste, creed or colour.
Export allowed subject to the condition that exporter shall notify the National Authority, Chemical Weapons Convention, Cabinet Secretariat, Ministry of External Affairs ( D&ISA ), Department of Chemicals and Petrochemicals and the Directorate General of Foreign Trade of such exports in prescribed format ( Appendix 18 B, as reproduced in the Handbook of Procedures, 1997-2002 ) along with the End use Certificate within 30 days of the actual export.

Notification No. 40 (RE-98) withdraws earlier regulations on plastic waste imports, reinstating conditions from Public Notice No. 392 of 1997.
In this connection, it is hereby clarified that import of all plant materials, including Onions and Soyabean in split and cracked form, are subject to quarantine restrictions in accordance with Plants, Fruits and Seeds (Regulation of Import into India) Order,1989 issued under Destructive Insects and Pests Act,1914, notwithstanding the fact that the condition of “quarantine restriction” in respect of import of Onions and Soyabean in split and cracked form, has not been specifically mentioned in Notification No. 25(RE-98)/97-02 dated 15.10.98.
In exercise of powers conferred by Section 5 of the Foreign Trade ( Development & Regulation ) Act, 1992 ( No. 22 of 1992 ) read with Paragraph 1.3 of Export and Import Policy 1997-2002 (incorporating amendments made upto 13.4.98 ) the Central Government hereby makes the following amendment in the Export and Import Policy 1997-2002 ( incorporating amendments made upto 13.4.98).
Notification No. 38 (RE-98) amends Import Licensing Notes in ITC(HS) Classification for specific steel products under the Export and Import Policy 1997-2002.
Attention is invited to Public Notice No. 7 (RE-98) 1997-2002 dated 24.04.1998 and Public Notice No. 44 (RE-98) 1997-2002 dated 28.09.1998 wherein one time extension up to 31.03.1999 in export obligation period for Quantity Based Advance Licenses was provided in respect of Advance Licenses under the Duty Exemption Scheme issued up to 31.03.1996, subject to the terms and conditions indicated therein.
