The above provisions have also been incorporated in para 4.7 of Handbook of Procedures, Vol-1 as updated and published vide Public Notice No.1 dated 08.04.05. Now it is clarified that the licensing authorities should not allow any enhancement in the CIF value of the licences issued prior to 28.3.05 for any additional exports effected on or after 28.3.05.
After Sl.No.4 of the list of documents to be annexed to the application for obtaining Importer Exporter Code Number under the heading “Guidelines for applicants”, i.e. para 4.I of ‘AayaatNiryaat Form’ the following is added
The licence holders, desiring to avail the benefit of extension in the validity period, as indicated above, may present their licenses to the concerned licensing authorities for getting an endorsement made on the body of the licence to that effect.
The merits of these representations are under study and shortly the revised appendices shall be notified. Accordingly all RLAs are advised not to accept any application for grant of DFCE under EXIM Policy (2003-04) and Target Plus Scheme under Foreign Trade Policy (2004-05) benefits till fresh notifications as mentioned above are issued. Applications already received, if any, may be kept in abeyance
A supplementary application is submitted late, but within six months of the last prescribed date, a 20% cut shall be applied on the entitlement which shall include 10% cut as per Para 9.3 and another 10% as per Para 9.4 of the Handbook of Procedures Vol.I. Supplementary claims filed outside the purview of Para 9.3 of Handbook of Procedures (i.e. after six months of the last prescribed date) shall not be entertained.
In exercise of powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act,1992 (No.22 of 1992) read with paragraph 1.2 of the Foreign Trade Policy, 2004-2009, the Central Government hereby notifies the Foreign Trade Policy, 2004-2009 incorporating the Annual Supplement as updated on 8th April 2005 and contained in Annexure to this notification.
In exercise of powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2004-09, the Director General of Foreign Trade hereby notifies annual supplement of the Handbook of Procedures (Volume I) incorporating Annual Supplement as updated on 8th April 2005 as contained in annexure to this Public Notice and the Appendices to the Handbook of Procedures (Vol.I) as available on the website of Directorate General of Foreign Trade at http://dgft.delhi.nic.in. This shall come into force from 1st April, 2005.

Appendix 17D contained as Annexure ‘A’ to this Public Notice prescribing the application format for the Duty Free Credit Entitlement Scheme for status holders for the year 2003-04 replaces the earlier Appendix 17D.
