It has been brought to our notice that some exporters find it convenient to have bales of lesser weight, and also that various bales may contain different quantity of cotton depending on local condition. Thus a bale of cotton may weigh more or less than the exact 170 Kg. A similar clarification was issued last year to Cotton Association of India on 04.02.2011 and this should have settled the issue. For greater clarity the following be noted:
Policy Circular No. 65 (RE-2010)/2009-14 It is clarified that Capital Goods sourced from SEZ are treated as ‘imported goods’. Hence, EPCG Scheme-under Para 5.2A is available for import of spares for such imported Capital Goods (i.e. sourced from SEZ) with reduced EO. Besides this, EPCG Authorization for “Spares” is also allowed under Para 5.2 {as clarified in Policy Circular No. 12 dated 17.01.2011 (Point No. 2)}.
Policy Circular No.64 (RE-2010) /2009-14 Director General (Systems) have accorded SEZ port codes to the following 58 SEZs which have been uploaded on DGFT’s website
Policy Circular No. 63 (RE-2010)/2009-14 (i) The application for issue of RC can be for an amount upto a maximum quantity of 25,000 MT (Twenty five thousand metric tons). Earlier this limit was 10,000 MT per RC. [Please refer Para 3 of Policy Circular No. 62(RE-2010)/2009-14 dated 14.05.2012].
By actual users either when this input item is specifically mentioned in the SION of the respective export product or when Areca nut (i.e. Betel nut) technically falls under the ‘generic description’ given in a specific SION (like under G7, G46), though not mentioned specifically.
Notification to Help Areca Nut Growers Replying to the concerns raised by the nut growers and other stakeholders, Director General of Foreign Trade, Dr Anup K Pujari has said that Public Notice No.112 issued on 15th May, 2012 (can be seen at http://164.100.9.245/Exim/2000/PN/PN12/pn11210.htm) is actually to help the Areca nut growers. This Public Notice concerns itself with only duty free imports of areca nut either on the basis of advance authorisation or DFIA. It may be noted that duty paid imports are not affected by this Public Notice.
Policy Circular No. 62 (RE-2010)/2009-14 As per Notification No. 117 (RE-2010)/2009-14 dated 14.05.2012 export of sugar has been made Free subject to registration of export contracts with DGFT for ITC(HS) Code 17010000. Procedure for registration of contracts is described below.
With the issue of this notification, Export Licensing Note 1 of Chapter 17 would cease to be applicable for export of sugar which is not against Advance Authorisation. For such exports registration of quantity with DGFT would be mandatory. For export against Advance Authorisation Scheme there would be no change.
In exercise of the powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2009-2014 and Paragraph 1.1 of Handbook of Procedures (Vol.1), the Director General of Foreign Trade hereby notifies a SION, bearing number J-375 in respect of the export product “Tubular Bags (Gauntlet)”.
