Public Notice No. 35 (RE-99)/1997-2002, dated October 15, 1999, amends the Handbook of Procedures (Vol.1) under the Export and Import Policy, 1997-2002. Several corrections and updates are made to the descriptions and DEPB (Duty Entitlement Pass Book) rates for items under various product groups, including engineering, chemicals, plastics, and textiles. These amendments include changes to specific product descriptions such as “Aluminium Foil” and “Hessian Bags,” as well as the DEPB rates for products like automotive oil filters and aluminium alloy billets. New items are added to the export product list, including “Empty Hard Gelatin Capsules” and “Ethambutol HCL,” along with their respective DEPB rates. The value cap for certain textile and miscellaneous items is also revised. The amendments aim to correct and clarify product descriptions and rates to ensure smoother export processes. The notice was issued for public interest and provides necessary corrections to facilitate trade.

In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II- Section 3 – Sub- section (ii) vide S.O No. 283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendment in the Handbook of Procedures (Vol.1) (RE-99), 1997-2002.

1. The following amendments/corrections shall be made in Appendix-28A:

a. The description of the export product as given in S.No.5 of the Product Group: Engineering shall be corrected to read as follows:

“Aluminium Foil of a thickness (excluding backing) not exceeding 0.20 mm commercial grade embosed cut of shape, preformed coated printed or other re-inforcing material”

b. The DEPB rate against S.No.447 of Product Group: Engineering shall be corrected to read as 14%.

c. The DEPB rate against S.No.450 of Product Group: Engineering shall be corrected to read as 14%.

d. The DEPB rate against S.No.451 of Product Group: Engineering shall be corrected to read as 14%.

e. The DEPB rate against S.No.580 of Product Group: Chemicals shall be corrected to read as 14%.

f. The DEPB rate against S.No.37 of Product Group: Plastic shall be corrected to read as 21%.

g. The entry at S.No. 37A of Product Group: Chemicals shall be corrected to read as under:

2. The description of export product in S.No.622 of Product Group: chemicals shall be amended to read as ” 1-(2-propenyl)-1,3 Dihydro-2-H Benzimidazole 2-one (minimum 99% purity)”.

3. The description of export product in S.No.621 of Product Group: chemicals shall be amended to read as “1-(3-chloropropyl)-2-Benzinidazoline”.

4. The following shall be added at the end of S.No.584 of the Product Group: Engineering:

8. The value cap for DEPB entitlement as given in column (4) against S.No.18 of Product Group: textile is amended to read as Rs.400/-per piece.

9. The value cap for DEPB entitlement as given in column (4) against S.No. 6,9, 10 and 13 of Product Group: Miscellaneous items shall be Rs.150 per kg.

10. Description of export product given in S.No.72 of Product Group: Chemicals shall be amended to read as “Tolnaftate BP/UPS”.

11. Description of export product given in S.No. 186 of Product Group: Chemicals shall be amended to read as “Fast orange GC base”.

12. Description of export product given in S.No.839 of Product Group: Chemicals shall be amended to read as “postal/non-postal stationeries such as various type and size of plain/printed envelopes, Window/ Airmail envelopes, canvas coated products.

13. Description of export product given in S.No.851 of Product Group: Chemicals shall be amended to read as “DV Acid Chloride/ Cypermethric Acid Chloride”.

14. Description of export product given in S.No.946 of Product Group: chemicals shall be amended to read as “Calcium Hypochlorite (stable bleaching powder).

15. Description of export product given in S.No. 121 of Product Group: Plastic shall be amended to read as “Polyuerthene Resin Solution containing 66% resin in Ethyl Acetate Solvent”

16. Description of export product given in S.No. 67 of Product Group: Plastic shall be amended to read as “PVC flexible sheet/film”.

17. Description of export product given in S.No.29 of Product Group: Textile shall be amended to read as

Blankets/Blazer cloth/Vellour/Overcoating/jacketing cloth made of synthetic waste/ Woollen waste/Woollen Rags/synthetic rags/Scoured Wool”.

18. Description of export product given in S.No.172 of Product Group: Engineering shall be corrected to read as “MS colour coated Ghamla (made of HR Steel).
