In a proactive move to expedite the processing of Export Obligation Discharge Certificate (EODC) applications for Advance Authorisations and EPCG, the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce & Industry, Government of India, is organizing a two-week EODC camp. The camp will be held from November 13th to November 24th, 2023, and will benefit exporters with un-redeemed Authorisations.

1. EODC Camp for Faster Processing: The DGFT is taking an important step to facilitate the clearance of pending applications for Export Obligation Discharge Certificates (EODC). The camp, scheduled from November 13th to November 24th, 2023, aims to expedite the issuance of EODCs for Advance Authorisations and EPCGs.

2. Preparations and Publicity: Regional Authorities (RAs) are tasked with preparing for the EODC camp. Importantly, they are required to publicize the camp extensively among exporters holding un-redeemed Advance Authorisations and EPCGs. This move is aimed at ensuring that pending EODC applications are processed effectively. The post-lunch sessions during the two-week camp will be dedicated to addressing these cases.

3. Reiteration of Important Points:

In light of earlier Trade Notices (Trade Notice 28/2021-22 dated December 31, 2021, and Trade Notice 01/2023-24 dated April 6, 2023), the DGFT reinforces key points for compliance. These include generating EODC letters online, updating the status of redeemed authorizations online, and the submission of EODC status updates via the DGFT website.

4. Electronic and Real-Time Processing: The notice emphasizes that EODCs are to be issued online and transmitted electronically to the Customs ICEGATE System in near real-time. This electronic approach is designed to facilitate the discharge of Customs bond obligations and streamline related activities at Customs ports.

5. No Manual Issuance: An important directive in the notice is that no Export Obligation Discharge Certificates (EODCs) are to be issued manually or through any legacy IT systems. All Management Information System (MIS) reports should be generated by the RAs based on the data updated online.

6. Addressing Difficulties: The notice encourages stakeholders to promptly report any difficulties they encounter in the process.

7. Conclusion: The EODC camp organized by the DGFT demonstrates the government’s commitment to facilitating trade and supporting businesses. By streamlining the process of Export Obligation Discharge Certificates, the DGFT aims to reduce compliance-related challenges for exporters. This move aligns with the broader goal of improving the ease of doing business in India and strengthening the country’s position in the global trade landscape. Exporters are encouraged to actively participate in the camp and leverage this opportunity to expedite their EODC applications.
