Explore the Ease of Compliance Rule, 2017 effective since February 21, 2017, simplifying labor law maintenance, inspection, and accessibility through electronic means.

Ease of Compliance Rule, 2017 – Effective on 21st February 2017

a) Notification bearing ref. no. G.S.R. 1048(E) dated 04 November, 2016 notified rule to Maintain combined Registers under various Labour Laws to facilitate ease of compliance, maintenance, inspection and for easy accessibility to the public through electronic means and transparency.

b) Acts covered under the Rules are as follows along with comparison of forms as per rule:-

i) Building and Other Construction Workers Act.

Earlier Form:- Form XV, XVI, XVII, XIX, XX, XXI and XXII

Combine Register as per Rules:- Form A, B, C & D respectively

ii) The Contract Labour (Regulation and Abolition) Act

Earlier Form:- Form XIII, XVI, XVII, XX, XXI, XXII & XXIII

Combine Register as per Rules:- Form A, B, C & D respectively

iii) The Equal Remuneration Act

Earlier Form:- Form D

Combine Register as per Rules:- Form B

iv) The Minimum Wages (Central) Rules

Earlier Form:- Form I, II, IV, V & X

Combine Register as per Rules:- Form B, C & D

v) The Payment of Wages Act

vi) The Inter-State Migrant Workmen Act

c) Combined registers under the Rules are as follows:-

i) FORM A – Format of Employee Register

ii) FORM B – Format of Wage Register

iii) FORM C – Format of Register Of Loans/Recoveries

iv) FORM D – Format of Attendance Register

v) FORM E – Format of Register Of Rest/Leave/Leave Wages

The Rules allow employers to maintain these registers in electronic form or in physical form.

Generally these registers as notified as per rules will be sufffient under registers to be maintained under any labour laws such as shop & establishment act etc

No need to maintain registers separately under different act unless necessary as per the act.

The Rules will certainly ensure that more businesses comply with labour laws and will help in reducing the cost of compliance.
