The Respondent had stated that under RTI Act, only citizens can seek information and since the Applicant being a Company is not a citizen, it is not eligible to seek information under RTI Act.
In J.C. Talukdar vs. C.E.(E) CPWD Kolkata (CIC/WB/C/2007/00104 & 105 dated 17 May 2007), the CIC observed as follows:

This decision of the CIC equating natural citizens with legal/juristic entities is bizarre to say the least. The CIC has not quoted/cited any constitutional/legal provisions that treat natural citizens and legal/juristic persons on the same footing. There is a whole lot of difference between a CITIZEN on one hand and a PERSON on the other hand. Don’t know whether this matter has reached the High Court or Supreme Court who are the only constitutional authorities to decide this matter.
I want to know the information about the details of the adoption of the son in the sub registrar’s office is it coming under RTI act or not please check and confirm the same
