Notice inviting Expression of Interest For Setting up State Medical & Health Infrastructure Development & Procurement Corporation
The Government of Jharkhand is willing to set up State Medical & Health Infrastructure Development & Procurement Corporation for bringing speed, quality, and professionalism in implementation of projects. It is proposed to set up a separate corporation in the Health Department for State Medical & Health Infrastructure Development & Procurement of equipment, furniture, medicine, consumables, etc.
The Department of Health, Medical Education & Family Welfare invites Expression of Interest (E.O.I) from firms of Chartered Accountants empanelled with Comptroller & Auditor General (C&AG) of India and which meet all the conditions in the eligibility criteria listed below for setting up State Medical & Health Infrastructure Development & Procurement Corporation and making it functional. The details of the assignments expected to be:
1. Incorporation of the corporation;
2. Internal Audit of the incorporated corporation;
3. Statutory Audit of incorporated corporation;
4. Filing of various income tax, ROC, returns & compliances;
5. Other assignments as required from time to time.
(Rate should be quoted for item no. 1 for one time and for the rest for 1 year)
Eligibility Criteria:
-The firm must have a registered office in Ranchi;
-Must be empanelled with C & AG and ICAI and existence for not less than 10 years;
-Must be a partnership concern having at least 7 FCA partners;
-Have an average turnover of Rs. 50.00 lakhs p.a. in last 3 years;
-Experience in Government assignments is desirable.
Detailed E.O.I. comprising Background, Terms of Reference and Guidelines for submitting the proposal can be either downloaded from the website www.jharkhand.gov.in under Department of Health, Medical Education & Family Welfare or can be collected from the office of The Deputy Secretary, Department of Health, Medical Education & Family Welfare between 11:00 am to 5:00 pm .
Important Dates:
-Last date for submission of EOI: 5th May 2012.
-Date of opening of Technical Bid: 8th May 2012
-Date of opening of Financial Bid: 8th May 2012

Background:
The Government of Jharkhand is willing to set up State Medical & Health Infrastructure Development & Procurement Corporation for bringing speed, quality and professionalism in implementation of projects. It is proposed to set up a separate corporation in the Health Department for State Medical & Health Infrastructure Development & Procurement of equipment, furniture, medicine, consumables, etc.
For this purpose the Department of Health, Medical Education & Family Welfare has decided to appoint an eligible firm of Chartered Accountants, empanelled with C & AG, which meets all other conditions as prescribed in the eligibility criteria for setting up State Medical & Health Infrastructure Development & Procurement Corporation and making it functional.
Terms of Reference:
> The Chartered Accountant firm must fulfill all the eligibility criteria as on the date of giving its EOI viz.
-The firm must have a registered office in Ranchi;
-Must be empanelled with C & AG and ICAI and must have been in existence for not less than 10 years;
-Must be a partnership firm having at least 7 FCA partners.
-Must have an average annual turnover of Rs. 50.00 lakhs p.a. in last 3 years.
-Experience in Government assignments is desirable.
> Any firm not satisfying these minimum criteria need not apply as their proposal will be rejected outright.
> The firm appointed must start the work within the stipulated time in accordance with the terms mentioned in appointment letter.
> The firm must perform the work with due diligence and professionalism to complete the assignment(s) in the best possible manner.
> The assignment should be completed within the given time frame otherwise the security deposit of Rs. 10,000.00 (ten thousand) only will be forfeited;
> The Department of Health, Medical Education & Family Welfare reserves the right for disqualifying any firm without assigning any reason.
Guidelines for Submitting E.O.I.:
> Must be providing all details;
> A firm may participate for individual or all the assignment together in the same application. The desired fee must be quoted for each assignment separately and in total in which the firm is interested.
> Must be in two separate sealed envelopes indicating clearly whether it is Technical Bid or Financial Bid, on the top of the envelope.
> Financial Bid will be opened only when the firm qualifies technically.
> Must be received in the office of Department of Health, Medical Education & Family Welfare on or before 05.05.2012 upto 3.30 PM.
> The bid must be accompanied by a refundable demand draft of Rs 10,000.00 (ten thousand) only, drawn on a scheduled bank, in favour of, The Principal Secretary, Department of Health and Family Welfare, Ranchi.
> The partner or duly authorized representative will be present during opening of the Bid. The representative must have authority to take the decision on the spot, which will be binding on the firm.
> Copy of following documents should be attached with the proposal:
-Demand Draft of Rs. 10,000.00
-Registration certificate with C & AG;
-Constitution certificate issued by ICAI;
-Income Tax returns for last 3 years;
-Certificate of Chartered Accountant regarding year wise turnover of the firm; Experience Certificate relating to experience of Government Assignments;
-Other testimonials details.
