It has also been decided that in Quantity based Advance licence issued during the Exim Policy 1992-97 and Advance licence issued during 1997-2002, the export obligation in value terms shall be fixed with reference to the aggregate CIF value of imports. For example, if a licence has been issued for US$10,000 with an export obligation of US$40,000 and the actual imports effected is US$2000, the export obligation shall stand reduced to US$8000 irrespective of the fact whether a particular input has been imported for 100% of the value earmarked for the same.
It has been decided to release a ceiling of 25000 MT of Powder Milk (Skimmed or Full Cream) whole and Infant Milk Food and 7,500 MT of Milk Ghee and Butter for export during the current licensing year of 1998-99. The above ceiling is placed at the disposal of Agricultural and Processed Food Products Export Development Authority (APEDA) who will issue Registration-cum-Allocation Certificate (RCACs) as per procedure to be specified by them.
In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II- Section 3 – Sub- section (ii) vide S.O No. 283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the amendment with regard to the validity of the following licenses.

Export of Schedule 3 Chemicals, as specified above, to States not party to the Chemical Weapons Convention shall continue to be restricted against export licences in terms of entry appearing at S.No. 28 of Paragraph 16.2 of the Negative List of Exports.
Representation have been received as to whether Seafood and Aquaculture processed food shall be covered within the definition of food processing. The matter was referred to Ministry of Food processing which clarified that seafood and aquaculture processed food shall be covered within the definition of food processing.
In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India Extraordinary, Part-II- Section 3 – Sub- section (ii) vide S.O No. 283(E) dated 31.3.97, the Director General of Foreign Trade hereby notifies the credit rates under DEPB scheme in respect of items as given in the Annexure A to this Public Notice. The rates notified under Annexure A shall cover the shipments made from 1.4.97 to 14.4.98. The rates notified in Annexure B to this Public Notice will form part of Appendix 28A and shall cover the exports made from 15.4.98. The corrigendum to the Public Notice No. 4 (RE-98)/1997-2002.
Attention is invited to Paragraph 6.11 and 6.12 of the current Handbook of Procedures,Ist April, 1997- 31st March, 2002 (revised edition announced on 13.4.1998), which laid down the time schedule for fulfilment of EO under 10% EPCG Scheme and Zero Duty EPCG Scheme. The said time schedule is applicable to the EPCG licences issued on or after 5th June, 1995.
