In this case, you can very well safely add the name of RBI also in the doomsayers of the Indian economy. Its an old adage that politics is the game of scoundrels. Therefore you can never expect anything good from them. However, the institutions are the custodians of the faith of the people & the conscious keepers.
As far as I understand, the export promotion policy is put in place to promote the exports from India. However, I doubt it very much, the way; the Indian bureaucracy formulates & implements the same. The transaction costs of export administration are so high within the system that even the incentives have no meaning because the exporters find themselves serving the vested interests of the bureaucracy rather than real gain at the end of the day. I firmly believe that perverse approach can never deliver results but then this does not bother the bureaucracy at all.
This is a story about the elite IAS, ITS & IRS housed in the Udyog Bhawan & the North Block. I always thought that these officials would be able to think through the problem & formulate policy & procedures, which would be easy, transparent & easy to understand for the beneficiaries & easy to implement but alas that is not to be.

The law is not a rational code. The law is an ass & the bureaucracy is responsible for it. These are all well known but then even a beneficial Export Promotion Policy will be afflicted by it is very difficult to digest but then always trust the miraculous Indian bureaucracy for cracking a poor joke.
