Dear Colleagues,

As you are aware, CBIC has launched yet another trade facilitation initiative- the third REFUND DISPOSAL FORTNIGHT from 16th to 31st July, 2018. All officers and staff have been working very hard to render assistance to the trade and industry for expediting the GST Refund claims. However, many sections including small and medium enterprises and exporters need closer handholding to enable them to overcome any difficulties in obtaining their refund. I urge each and every officer and staff of CBIC to work with zeal and commitment to ensure expeditious disposal of the refund claims.

Grievance Redressal Officers have been notified under the provisions of the E-way Bill Rules and they are required to provide prompt support to the trade and industry, including transporters. All Zones may hold outreach programmes to sensitize the trade and industry to enable smooth operation of the E-way Bill scheme.

Under the GST regime, eligible manufacturing units under area based exemption scheme are being provided budgetary support for the residual period. This has bestowed the Department with the task of implementation of another arena of trade facilitation. That being so, I would like to invite attention of the concerned zonal Chief Commissioners to the VC convened by the Member (CX) and her DO letters in this regard, and urge them to take concerted efforts to liquidate the pendency relating to 1st and 2nd quarters expeditiously.

The Inaugural Ceremony of India’s assumption as Vice Chair of the Asia Pacific Region of WCO, held in New Delhi on 16th and 17th July, showcased scintillating presentations by the officers of the Indian Customs. Shri Suvir Misra, ADG Systems, Mumbai, and Shri Sunil Kumar Sinha, Commissioner, Delhi Customs both had the international participants spell bound with their respective presentations on Applications of Blockchain technology in Customs Clearance and on Risk Management in Postal clearance. I congratulate them on their pioneering achievement. My congratulations are also due to all officers and staff who worked hard to ensure the success of this Inaugural Ceremony. I am sure with India at the helm, several path-breaking and useful initiatives will be undertaken during our term as Vice Chair.

Delhi Airport Customs has introduced a pilot project called `E-maalkhana’ for online capture of data pertaining to seized goods, starting from time of seizure up to their disposal. Field formations across the country should seize the opportunity of emulating such best practices by leveraging technology for overall efficiency and accountability in this important area.

A very unique and relevant course has been organized by NACIN in collaboration with Gujarat Forensic Sciences University from 16th to 18th August, 2018 on digital evidence collection and analysis, forensic investigation as well as crypto-currency related investigation. I am confident that our officers and staff will make optimum use of such courses to enhance their investigation and analytical skills.
