The fight against Profiteering

GST law requires suppliers of goods and services to pass on any reduction in the rate of tax or the benefit of Input Tax Credit to consumers by way of commensurate reduction in prices. If this is not done, consumers can approach the National Anti-profiteering Authority (NAA), for redressal of complaints.

Please clarify is this bill has been charged according to the GST rule? suppose –
    taxable value cgst sgst total
    1381.36 9.00 -124.32 9.00- 124.32 1630.00
The item is of 1381.36 and we paid 1630 as the shopkeeper charged 9% CGST &SGST in our bill.
I am confused who has to pay CGST & SGST ,the consumer or the shopkeeper.
