In exercise of the powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2004-09 and Paragraph 1.1 of Handbook of Procedures (Vol.1), the Director General of Foreign Trade hereby makes the following amendments/deletions/corrections/additions in the Handbook of Procedures, Vol.2, 2004-2009.
The last date for filing applications for import under TRQ as per para 2.61 of the Handbook of Procedures for the financial year 2006-07 has been extended upto 31st July 2006 for the following three items only.
The new system of import from registered sources will come into effect from 1st April, 2006. However, in cases where Bill of Lading is dated 1st November, 2006 or before, imports will be allowed on the basis of Pre-Shipment Inspection regime in terms of Para 2.32 of the Handbook of Procedures (Vol.1), notified vide Public Notice No. 1 dated 8th April, 2005 and as amended from time to time, till the new system of import from registered sources comes into effect.
Consolidated statement or individual statements (bank/authorised dealer wise) of services rendered as given in sub section XV duly certified by a Chartered Accountant as per format given in Appendix 26A and bank/authorised dealer evidencing foreign exchange earning received through normal banking channel.
Export Products, covered under Standard Input Output Norms and for which no specific DEEB rates have been notified, packed in any packaging material.

In exercise of the powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2004-09 and Paragraph 1.1 of Handbook of Procedures (Vol.1), the Director General of Foreign Trade hereby clarifies that the initial Export Obligation period for Advance Licences issued during the period 1.4.2004 to 31.8.2004,except in case of supplies under Advance Licence for Deemed Exports/Advance Licence to the projects/turnkey projects in India/abroad where the export obligation must be fulfilled during the contracted duration of execution of the project/turnkey project, shall be 24 months. The licence holders may present their licences to the concerned Regional Authorities who may take necessary action without insisting on any additional documents/fee etc.
