It is brought to the notice of Trade and Industry that the Interest Equalisation Scheme for Pre and Post Shipment Rupee Export Credit has been announced by the Government of India and notified vide RBI Circular No. DBR/Dir/BC. No. 62/04 02.001/2015-16 dated December 4 2015. The scheme is applicable w.e.f. 1st April, 2015. Details of the scheme are available on the website of RBI www.rbi.org.in.
Importer shall maintain a register, as in Appendix-4H (for 3 years period) of items imported under an Authorisation and separately for items imported with actual user condition and its consumption. In respect of particular schemes, such register shall be maintained for specified period.
Effect of this Public Notice: Hereinafter, agencies desirous of enlistment in Appendix 2I of Appendices & Aayat Niryat Forms may submit their application as per Annexure I to Appendix 2I to the DGFT instead of the concerned RA.
Trade Notice 08/2015- Trade Notice 08/2015 Under the Foreign Trade Policy 2009-14, DGFT vide Public Notice No. 53 dated 27.2.2014 allowed for grant of additional Duty Credit Scrips @ 2% to certain specified products under the Market Linked Focus Product Scheme (MLFPS) for exports made w.e.f. 1.3.2014 to 31.8.2014 if exported to the EU (27 countries). This 2% duty credit scrips was in addition to the benefits of 2% under Focus Product Scheme (FPS).
Public Notice No. 44/2015-2020 Additions/amendments in Table 2 [containing ITC (HS) code wise list of products with reward rates] of Appendix 3B under the Merchandise Exports from India Scheme (MEIS) are notified.
Now, in addition to ports/ICDs notified by DGFT from time to time, export of finished leather, Wet Blue and EI Tanned Leather would also be permitted through ICDs at Jalandhar and Nagpur. Procedure for drawal of samples and its testing and certification by CLRI notified in Public Notice No. 23 dated 13.08.2013 would continue.
Import policy of the item ‘Human Embryo’ classified under EXIM Code 0511 99 99 has been changed from free subject to a ‘No Objection Certificate’ from Indian Council of Medical Research (ICMR) to Prohibited’ except for research purposes based on the guidelines of the Department of Health Research.
The earlier notified period of services export rendered between 1-4-2015 to 30-09-2015 as per the list comprising rates and conditions for rewards under the Services Exports from India Scheme (SEIS) notified vide Public Notice No. 3/2015-20 dated 1st April, 2015 is extended upto 31.03.2016.
As per Article 10 of European Union Regulation (EC) No. 891/2009 of 25.9.2009 “release for free circulation for the quotas of CXL concession sugar with order no.09.4321 shall be subject to the presentation of a certificate of origin issued by the competent authority of the third country concerned in accordance with articles 55 to 65 of Regulation (EEC) No. 2454/93.
In light of these circumstances and to address the matter, in exercise of powers conferred under paragraph 1.03 of the Foreign Trade Policy (2015-2020) read with reference to para 3.14 of Handbook of Procedures of FTP 2015-20, the Director General of Foreign Trade hereby allows the following procedure to be followed where exports have been made between 1.4.2015 to 31.5.2015, and where the exporter has inadvertently marked N in the reward item box and wishes to seek MEIS benefits
