Dear Sirs,

Rejection of ITRs specifically claiming option u/s 115BAC by filing of Form 10-IE Possibility of major bug in new IT Portal specific to cases u/s 115BAC – Regarding

I have the honour to inform you that I am a practicing Chartered Accountant at Bangalore.

We started filing ITRs for our clients after stabilization of the IT portal recently in major respects, though some small issues keep on cropping up which are addressed to the best of our ability.

However, we recently noticed one major issue in the portal and thought it worthwhile to bring the same to your kind notice, since it pointed to the possibility of a major bug in the new IT portal.

While we have been able to comfortably file the ITRs for the clients opting for the old system of taxation (without opting for option u/s 115BAC), we are facing issue only in the new system cases.

To be more specific, we tried to file ITRs for 4 Doctors having professional income who qualify for the benefit of option u/s 115BAC and in all 4 cases, the Form 10-IE was duly submitted and verified.

However, after the ITRs were fully validated on the IT portal (with incorporation of 10-IE filing details and all other income and tax details), an error message was notified at the point of submission.

The 4 screenshots attached (pdf) are evidence of similar error message at the bottom of the screen. We duly lodged grievances with DIT(Systems) as well as Efiling Tab as per screenshots attached.

We wanted to highlight that these error messages in a span of 2 days have only flashed in 4 cases where we filed form 10-IE and not in any other case where our clients opted for the old system.

In our understanding, this is a definite pointer to a major bug in the IT portal which we have not been able to address inspite of our repeated efforts over the last 2-3 days to file these 4 ITRs.

We considered it prudent to bring this to your kind notice so that needful action for expeditious corrections in the portal may be initiated to avoid undue delay in filing of ITR under new system.

We shall be thankful for your suitable intervention with the due promptitude that it deserves.

Thanks and regards

Yours Sincerely

The Government must punish assessees who complain with a fine under possibly Sec 234ZZZZZZZZ.
It is all their fault to have accepted a Government to hand over a portal of importance to a vendor who really doesn’t do anything. It is the itizen’s fault to have elected a wonderful Government and therefore if you cnnot file a ITR inspite of all glitches a fine shal be levied under the new Section

We must now realise that the new IT portal implemented by the Govt in whatever form is irreversible and it is an utopia to expect that we will go back to the old portal or old days. So the best one can do is to point out the errors and bugs wherever possible to appropriate authorities so that the same can be rectified immediately for benefit of all tax payers and advisors. Rather than keep on waiting for one association to point out 100 queries with a gap a one month, it is better if each one of us points out the bugs or errors to the department to get the same rectified instantly which is much easier and quicker process to put the portal right.

I have been able to file the ITRs on the portal yesterday. It seems the CBDT has acted on the complaint and resolved the issue. All of you are requested to try and see if your ITRs are also getting filed where you opted for 115BAC option.

I suggest that the Government must suo motto permit filing Paper filing of ITRs.
In any case who in the IT Department certified this new portal as fit for use?

Several other irritants are still being faced.
This new portal is not yet totally free of glitches.
I have been spending at an average nearly 2 hours each day commencing from 7th June onward.
Even in the cases where it seemed as if the IT Returns got filed and also verified either online or by sending itr-v duly signed and posted by SPEED POST, receipt of which were acknowledged by CPZ Income Tax Department, the new Portal has not updated the status. It only displays status as IncomeTax Return with date of filing.

IN THE PROFILE PAGE IT WAS MENTIONED THAT PAN IS LINKED WITH AADHAAR. IN THE E- VERIFYING PAGE, IT STATES THAT PAN IS NOT LINKED WITH AADHAAR ; WHEN I CLICKED “LINK NOW”,
IT SAYS THAT YOUR PAN IS ALREADY LINKED WITH AADHAAR? 3 DIFFERENT PLACES GIVES DIFFERENT STATUS OF AADHAAR AND THE RETURN COULD NOT BE E – VERIFIED. WHEN I RAISED MY COMPLAINTS, THERE WAS NO RESPONSE FROM CPC? THIS IS HOW THE NEW E-FILING PORTAL IS WORKING AND NO ONE BOTHERS TO RESPONDS TO COMPLAINTS

A similar error message appears even while filing ITR3 also, resulting in not able to ITR at all even after validation OTP & 6 attempts
