Background :- The Department of Excise and Taxation, Punjab has introduced Unique Electronic Clearing System at the Information Collection Centres (ICC) w.e.f. 6 December 2010 with a view to have smooth interaction with the Department. In view of the same, the Department of Excise and Taxation, Punjab has issued a Public Notice, summary of which is as follows:

Summary of Public Notice :- The Excise and Taxation Department introduced a Unique Electronic Clearing System at the Information Collection Centres (ICC) to facilitate smooth flow of traffic, reduce the waiting time of transporters / taxpayers, and to minimize their interface with the Department. The scheme has got very good and encouraging response from transporters / taxpayers. To ensure greater participation and for decongestion of traffic on the National and State Highways, it has been decided that, w.e.f. 6 December 2010, the following categories of taxpayers / owners of goods shall be allowed to pass through the ICCs only if they produce a self generated form in VAT 35 / 36 at the tax inspector’s window on the ICC.

  • Courier companies
  • Vehicles carrying cement
  • Automobiles dealers
  • Distilleries
  • Bottling Plants
  • Petroleum dealers
  • Clearing and Forwarding (C & F) Agents Transport companies who have more than 2 vehicles crossing any of the ICCs in Punjab
  • Vehicles carrying goods of more than 5 dealers

By availing this facility the dealers can enter the data of their transactions / bills / GRs from their place of convenience i.e. offices, homes etc. instead of getting the data entered at the ICCs and take the print-out of the relevant forms i.e. VAT – 35 and VAT – 36. Once these forms are generated by them, the data will not be entered at the ICCs and they can directly go to Taxation Inspector’s window and get the documents stamped at the ICCs without any waiting time for the data entry.

In this regard, the department is planning to eliminate the complete data entry at the barriers by the end of March, 2011.

Those covered under the above categories and other interested dealers may apply for registration as under:

  • All registered TIN holders by contacting the AETC incharge of their District
  • All transporters registered in Punjab or in other State by contacting Director (Investigation), Punjab Mobile No. + 91 98729 10007
  • All VAT dealers registered outside Punjab by contacting Director (Investigation), Punjab Mobile No. + 91 98729 10007
