Karnataka Labour Welfare Fund (KLWF) is constituted under the Karnataka Labour Welfare Fund Act, 1965. Karnataka Labour Welfare Board monitors the KLWF. The Board receives fund contribution from employees and employer’s and matching contribution from the Government. The Board primarily caters to the social security needs of the organized sector workers.
Applicability:
The contribution to KLWF shall be made by the following establishments in Karnataka:
1. Factory, under Factories Act, 1948 employing 1 or more than 1 employee.
2. Motor omnibus service employing 1 or more than 1 employee.
3. Any plantation or workshops employing 1 or more than 1 employee.
4. The following establishments which employ or on any working day during the year employed more than fifty persons:
5. Society registered under the Karnataka Societies Registration Act, 1960
6. Charitable or other trust, whether registered under any law applicable
7. Shops and commercial establishments under the Karnataka Shops and Commercial Establishments Act, 1961
Contribution:

Consequences for delay in the Contribution:
Delay in payment of contribution will attract penal interest at the rate of 12% per annum for first 3 months and 18% per annum thereafter on the amount due, and inspections by the Welfare Commissioner/ Labour department officers to initiate legal proceedings for non-payment of contributions.
Process for payment of Labour Welfare Fund:
- Establishment making payment of Labour Welfare Fund for the first time shall register on klwbapps.karnataka.gov.in
- Once the registration is completed for Establishment making payment of Labour Welfare Fund/Exiting Establishment, Login on klwbapps.karnataka.gov.in
- After a successful login, the system will display the industry details on the homepage. If there are any changes, the user can update them.
- Click on “Make Payment” tab.
- Select the year in the Payment Form
- Enter the details of number of male and female employees.
- Attach the employee detail excel sheet.
- Click on “pay now” and complete the payment.
- Once the payment is successfully made, the payment receipt and Form ‘D’ can be downloaded from the Payment List tab on the homepage
Benefits of Karnataka Labour Welfare Fund:
The Board may utilise the contributions made to the Fund for the following purposes:
- Benefit available to workers drawing monthly salary of below Rs. 35,000/-.
Education assistance to children of the workers:

*Eligibility for applying: 50% marks for general category candidates and 45% for SC/ST category candidates. Assistance will be given to one student for each family. For Educational assistance to children of the workers: Students, Educational institutions, Factories and Firms should register themselves in klwb.karnataka.gov.in website and apply scholarship online
Benefit available to workers without wage limit, age 18-60 years
- Medical Assistance: Medical assistance to workers minimum of Rs. 1,000/- to maximum of Rs.25,000/- for treatment of major ailments viz., Heart operation, Kidney transplantation, Cancer treatment, Angioplasty, Eye, Orthopaedic, Uterus operations, Gall bladder problems, Kidney stone removal, Brain haemorrhage, and for medical check-up each case Rs. 500/- to Rs. 1000/-
- Accident Benefit: Accident benefit of Rs. 1,000/- to Rs. 10,000/- will be paid to workers who met with accidents at workplace. The application is to be submitted within three months of occurrence of accident with medical records
- Maternity benefit for women: Rs 10,000/- Financial Assistance will be given as maternity Benefit for working women for first 2 Children. The application is to be submitted within 6 months of Delivery.
- Funeral Expenses: 10,000/- will be given to the deceased’s Workers dependents. The application is to be submitted within 6 months of death of worker.
