The Ministry of Micro, Small & Medium Enterprises (MSME) announced on October 3, 2025, that all new delayed payment cases filed by Micro and Small Enterprises (MSEs) under the MSMED Act, 2006, must be lodged exclusively on the new MSME ODR Portal (Online Dispute Resolution), effective October 15, 2025. This new portal, launched in June 2025, facilitates end-to-end digital resolution of delayed payment references. This move aims to prevent duplication and establish the ODR platform as the sole entry point for new cases. The existing MSME Samadhaan portal will no longer accept new filings after this date; instead, it will serve as a transitional bridge to migrate current cases to the ODR portal, redirect new users, and ensure continuity for existing references. State Secretaries and MSME associations are being requested to promote and guide stakeholders in using the new ODR portal for expedited dispute resolution.

As you are aware, Hon’ble President of India launched a new MSME ODR Portal (https://odr.msme.gov.in) in June 2025 to facilitate the end-to-end digital resolution of delayed payment references filed by Micro and Small Enterprises (MSEs) under the MSMED Act, 2006. The portal is owned and maintained by the Ministry of MSME, and supports the entire life cycle of a delayed payment case, from filing to final resolution.

2. You are aware, as of now, the MSEs are filing their delayed payment cases on the MSME Samadhaan portal, which also enables tracking of the case from filing to final resolution. The new MSME ODR portal is now fully functional pan-India, and all MSEFCs and MSEs can use the facility provided by the Portal for the speedy resolution of delayed payment cases.

3. To avoid any duplicity and redundancy, it has been decided that, from 15th October 2025, all new delayed payment references will only be filed on the MSME ODR Portal. Any MSE approaching the MSME Samadhaan portal for the filing of a new delayed payment reference will be redirected to the MSME ODR portal from this date.

4. The existing Samadhan Portal (https://sama.dhaa.n.msme.gov.in!) will continue to operate for the following purposes:

i. To act as a bridge for the migration of existing cases to the new MSME ODR Portal.

ii. To redirect new delayed payment references to the MSME ODR Portal.

iii. To provide continuity for the existing cases and for seamless transition to the MSME ODR Portal.

5. I am writing this to request your Department and MSEFCs, to propagate this among the MSME Associations, MSMEs, ADR Institutions, CPSEs, State PSUs, other Large Corporates, and guide them in filing cases on the new MSME ODR portal. From our end, we are organizing webinars and trainings for MSEFCs and MSMEs on the way to navigate the portal.
