1. Elimination of Manual Form 11 & 13: At Chennai Port Trust manual form-13 has been dispensed. Both Terminals (CCTPL & CITPL) are issuing e-form 13 only. The CFS gate module in ICES system is not yet completed. Hence the processing & transfer of export related details from CFS to Terminal gates cannot be done electronically. Hence print out of e-form 13 & e-shipping bill is taken & processed with CFS. The RFID system will be used to transfer the required shipping details from CFS gates to Terminal gates electronically. On full fledged implementation of RFID the same will be dispensed with.
2. Accommodation of Laboratory: Covered space has been allotted to FSSAI (Food Safety and Standards Authority of India) for office accommodation on 30.09.2015.
3. Integration of IGM filing system with Terminal Operating System: Chennai Port Trust integrated IGM with internal application (POMS) for online downloading of the same from PCS.. Both the private terminals of Chennai Port Trust are connected with PCS server and receiving messages from Customs through PCS.
4. Direct Port Delivery: At Chennai Port Trust both the container terminals (CCTPL & CITPL) are effecting Direct Port Delivery. An RMS Facilitation Centre at Chennai Custom House has been created to facilitate the Trade for DPD containers on 24×7 basis. The DPD percentage of the M/s. CCTPL is 16% and M/s. CITPL is 18% for Aug’17.
5. Reduction of Fee and Charges: At Chennai Port Trust, vessel operations and delivery carried out on 24×7 basis. Letter date 21.10.16 has been addressed to MoS stating that the issue of provision of incentives for receipt/delivery after regular hours will lead to congestion inside the Port as the Users may defer movement of cargo during regular hours and wait for non regular hours. Both the Terminals at Chennai Port Trust also stated that incentivizing during non-regular hours is not applicable to them as they are operating 24×7 basis.
6. Award of work order for installation of container scanners: ChPT requested budgetary support of Rs. 50 crores from the Ministry for procurement / installation of additional container scanners. The Ministry vide their date 21.06.17 has directed IPA to forward a proposal to Sagarmala Division for getting financial assistance for the project as per Sagarmala funding guidelines. A letter has been sent to MD, IPA on 09.08.17 to forward the feasibility report and detailed project report for submitting the same to MoS. Application has been registered with the AERB for approval of the site on 31.07.17.
7. E-Delivery orders: The subject is being pursued with in the CCFC meetings. CCBA has informed that 80% of the users are receiving e- delivery orders. Out of the two private terminals, M/s CITPL has incorporated the eDo module in their system and 70% of the containers are moved through e-delivery orders. M/s CCTPL informed that eDo module will be incorporated in their system.
8. RFID based gate automation system: RFID based access control system for container trailers entering into ChPT commenced on 22.08.2016 & Import container Trailers Document verification system commenced on 31.08.2016.
9. Removal of bottlenecks in rail/road connectivity:
Four Lane Elevated Link Road from ChPT to Maduravoyal: In compliance to the discussion held on 02.01.2017 in the meeting between Hon’ble Chief Minister of Tamilnadu and Hon’ble Union Minister of State for Road,Transport, Highways and Shipping,NHAI,New Delhi, constituted a Technical Committee. The Technical Committee meetings held on 20.12.16, 10.01.17,15.03.17 & 16.05.17. A revised alignment was recommended by the Technical Committee during the Meeting held on 16.05.2017 and their decision was forwarded to the GoTN. The decision taken by the Technical Committee was agreed by the Govt. of Tamilnadu and they accorded “No Objection”for the revised alignment vide their lr. date 23.05.2017.
NHAI is in the process of preparation of DPR for the above project.
EMPRIP: Present physical progress of the EMRIP Project is about 95% and work is pending only on two small stretches – one at Fishing Harbour and other at NTO Kuppam along the Ennore Expressway. Work on the new Auction platform completed on 09.06.2017 and sufficient space has been created for shifting the fishing stalls from the alignment of the EMRIP road between Ch 150 and 450 m. Chennai Port is following up with State Government to facilitate shifting of the fishing stalls. A lr. to the Chief Secretary of GoTN was sent on 21.06.2017 requesting to instruct the concerned officials to relocate the fishing stalls from the alignment for early completion of the project. In turn Addl.Chief Secretary requested the Collector to relocate the Fishing Stalls from the alignment of EMRIP road vide D.O.letter date 11.07.17. The shifting of 447 PAFs in NTO kuppam has been completed along the Right of Way portion of the alignment and this stretch is ready for laying road.
