Dear Colleagues,

I am happy to inform that the DPC recommendations for grant of Apex grade to 1981-82 batches, HAG+ grade to 1984- 85 batches and HAG grade to 1986-87 batches have been approved by the Hon’ble FM and sent to DoPT for approval of the ACC.

2. As you all are aware the GST Council had a two day meeting on 18thand 19th of May and approved seven Rules and related formats and also the chapter wise and rate wise GST schedule for goods and services as well as the GST Compensation Cess rates. These have been uploaded on our website which all officers and staff may study closely to enable suitable briefing and information dissemination to trade and industry.

3. The countdown for the implementation of GST has begun. In this regard while some formations have involved the state tax officials in matters of training and outreach programmes some others have not done so, so far, I would request that all Zonal Chief Commissioners conduct such training and outreach programmes in association with the state officers to ensure coordination and synergy with the state governments. Together, with active participation through training and outreach programmes we will ensure that the GST roll out is a success in every respect. I would request your continued effort and support in this regard.

4. By now all Chief Commissioners must have received the letter dated 05.17 issued by DGHRD in connection with providing information on land and hired buildings. It is requested that all information in this regard may be submitted within the stipulated date so that a complete report can be presented to the Revenue Secretary.

5. I would also like to draw the attention of those Chief Commissioners who are CCAs, to the letter dated 16.05.2017 of Member (Admn). Kindly ensure that the task of AGT 2017 for Group B and C personnel are completed in all respects within the time frame given. This will further ensure smooth human resource deployment and preparedness in all formations of GST well before the due date of roll out.

6. As I have mentioned in my previous newsletter, I hope the Chief Commissioners are also monitoring the training of tax officials in GSTN. I request you all to personally oversee the progress.

7. I am sure the Chief Commissioners and Director Generals have finalized their respective action plan under Swachhta Action Plan (SAP) and the details of such plans have been communicated to ADG (HRM II) DGHRD. If this has not been done yet, I urge you to take immediate action in this regard as these have to be implemented within the set time frame.

8. Vide Board’s letter dated 17.02.17 it was requested to hold regular meetings with representatives of recognized staff associations under the JCM format or otherwise for redressing their grievances. Further it was decided that quarterly meetings under the chairmanship of Member (Admn) with all recognized association to discuss the demands/ issues that require the consideration at the Board will be discussed in the 2nd month of every quarter. I hope that zonal level meetings have been conducted by you and action plans pertaining to your zone have been forwarded to Member (Admn). A reminder letter in this regard has also been uploaded on 16.05.17. You may like to see the same for necessary timely action,

9. In my 28thApril communication I had proposed that the GST MIGRATION SEVA KENDRAs be converted into full-fledged GST SEVA KENDRAs to provide the entire gamut of tax payer services for trade facilitation and hand holding. I would like to be informed of the initiative taken by you in your formations in this regard for which a report may be sent to me and DGTPS.

10. On the infrastructure side I am happy to inform that the Customs Enclave, Wadala, Mumbai project has been approved by the competent authority. This enclave is on 41 acres and is one of the biggest infrastructure projects of CBEC to cater to the office and residential requirement of various field formations in Mumbai. This is to be developed by M/s NBCC on self- sustaining basis at no cost to the department. The project comprises 29 offices of the Department to be housed in the proposed office building and 1927 apartments of Type-II to Type- NBCC is expected to take further necessary action at the earliest.

11. Last but not the least, on the Customs front, I am delighted to inform that a major thrust has been given to the Direct Port Delivery system at APT Mumbai. This is a clearance method to transfer cargo from the terminal straight to the place of delivery without holding it in the container freight stations. This will not only reduce dwell time drastically but also have a positive impact on various aspects of trade. My heartiest congratulations to the Chief Commissioner JNCH and his team of officers for their proactive role in ensuring the success of this improved operation for cargo handling.
