Notification No. 37 (RE-99) dated 1st December 1999 amends the Export and Import Policy 1997-2002 to regulate onion exports. The total quantity permitted for export is set at 100,000 MT of all onion varieties, effective for two months until 31st January 2000. Allocations are specified for various agencies: NAFED receives 40,000 MT, Karnataka State agencies KAPPEC and KSCMF are allowed 10,000 MT each, and Maharashtra and Gujarat agro organizations MSAMB and GAIC are allocated 20,000 MT each. All exports are subject to a Minimum Export Price (MEP) fixed by NAFED. The agencies are tasked with ensuring timely exports, quality maintenance, and eliminating the trading of export permits. Weekly reports on export permits are to be submitted to NAFED, which will monitor the onion export outflows, ensuring compliance and transparency in the process. The policy aims to regulate onion exports and ensure fair distribution among exporters.

NOTIFICATION NO. 37 (RE-99) 1997-2000

NEW DELHI 1st December, 1999 

In exercise of the powers conferred by section 5 of the Foreign Trade (Development and Regulation) Act, 1992 (No. 22 of 1992) read with paragraph 1.3 of the Export and Import Policy, 1997-2002 (incorporating amendment made upto 31.3.99), the Central Government hereby makes following amendments in the Export and Import Policy, 1997-2002: (incorporating amendment made upto 31.3.99).

The following amendment shall be made in the entry at ITC(HS) Code No.0703 in ITC(HS) Classifications of Export and Imports items, 1997-2002, (Incorporating amendments made upto 31st August, 1998) at Schedule-2, Table-B:

0703-Onion-Canalised

i) A total quantity of 100,000 MT of all varieties of onion shall be allowed for exports for the next two months from the date of notification till 31.1.2000. Out of the total quantity of 100000 MT, the quantities shall be allocated to the following agencies as follows:

(a)NAFED is allowed to export 40000 MTs directly or through its associate shippers.

(b)Karnataka State Agriculture Produce Processing and Export Corporation Ltd, (KAPPEC) Bangalore and Karnataka State Cooperative Marketing Federation Ltd, (KSCMF), Bangalore are allowed to export 10000 MTs each of all varieties of onions either directly or through registered exporters ensuring that all applicants are receiving a fair and equal treatment.

(c)The Maharastra State Agriculture Marketing Board (MSAMB) and Gujarat Agro industries corporation (GAIC) are allowed to export 20000 MTs of all varieties of onion each either directly or through registered exporters ensuring that all applicants are receiving a fair and equal treatment.

(ii)All onions exported will be subject to a Minimum Export Price (MEP) fixed by NAFED.

(iii)The agencies named above shall ensure that the quantities released now are to be exported within the time prescribed i.e 31.1.2000.

(iv)The careful selection of exporters is made to eliminate the trading in permits to export onions.

(v)The agencies shall ensure that quality of onions is maintained.

(vi)A weekly report of permits issued shall be provided to NAFED which shall act as a nodal agency to keep the Government of India informed of the outflows of onions.
