The proposed GST Grievance Redressal Committee is to consist of the Chief Commissioner of Central Tax (Co-chair), Commissioner of State Tax (Co-chair), Representatives of Trade Associations upto 12 nos., Representatives of prominent Associations of Tax professionals upto 4 nos., Central and State Nodal officers of ITGRC (IT Grievance Redressal Cell), Representatives of GSTN assigned to the State, Additional Joint Commissioner – Central and State (Secretaries of GRC) and Any other member with the permission of the Co-chairs.

In the instant case, indisputedly the application was filed by the appellant as a buyer of the goods(conveyor belts) from M/s. Fenner (India) Ltd. who paid the duty under protest much after a period of limitation (six months) as prescribed under the mandate of law disentitles the claim of refund to the appellant as prayed for in view of the judgment of this Court in Commissoiner of Central Excise, Mumbai­ II Vs. Allied Photographics India Ltd. case (supra) holding that the purchaser of the goods was not entitled to claim refund of duty made under protest by the manufacturer without complying the mandate of Section 11B of the Act, 1944.

it is decided that every month commencing from January, 2020 and onwards, the best performing `Officers/Officials who have achieved excellence in the prime areas, namely investigation, collection, administration, audit or innovation in the organizational functioning shall be selected by a Committee of Commissioners formed in each region and their names shall be showcased and displayed against five categories i.e. ‘Investigator of the month’, ‘Revenue collector of the month’, ‘Administrator of the month’, ‘Auditor of the month’ and ‘Innovator of the month’ in the respective regions.
