Circular No. 440/06/99-CX I am directed to say that the Annual Budget of the Central Government for the Financial Year 1999-2000 is likely to be presented to Parliament on the 27th February, 1999 at 11 AM. Notification No. 8/99-Central Excise (NT) dated 10th February has been issued to amend rule 100G and rule 224 of the Central Excise Rules, 1944 consequent to the decision of the Government to change the time of the presentation of this Budget from 5.00 PM to 11.00 AM.

This notification exempts second hand computers and computer peripherals when received as a donation by specified schools

In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act/1962 (52 of 1962), read with sub-section (4) of section 68 of the Finance (No. 2) Act, 1996 (33 of 1996), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby exempts second-hand computers and computer peripherals including printer, plotter, scanner, monitor, key-board and storage unit from the whole of the duty and additional duty of customs leviable thereon under the First Schedule to the Customs Tariff Act, 1975.
