Multiple queries have been received from CsIT (Computers Operations) and Field Formations regarding implementation of new CAP-II (MIS-III), In order to respond to the queries, a set of FAQs has been prepared which are being uploaded on www.irsofficersonline,org. These FAQs are expected to take care of the doubts about MIS-III.

  • Role definition sheet is the foundation for implementing new CAP II.
  • Unless this job is completed by the respective CsIT (CO), work on offline utility cannot be started.
  • CsIT (CO) are supposed to send the role definition sheet complete in all respects to DIT (OdiMS) through e-mail at ditdoms.cap@gmail.com
  • Once completeness is confirmed by DOMS, the same should be sent to the field formations to be used as reference for filling up the offline utility.
  • Version 3 of the offline utility is to be used for the month of April 2011 which is being uploaded to www.irsofficersonline.org .
  • Once April data entry is done, offline utility for subsequent months will be provided and uploaded, Brought forward numbers will flow automatically to the next month’s opening balance,
  • Implementation of CAP II is time bound as part of the commitment to the Standing Committee on Finance. Role definition sheet needs to be finalized by 22′ July 2011 positively so that offline utility for the month of April 2011 is done by 25?July and for the months of May and June are done before the end of July 2011.
  • Once, the first quarter data is captured in the new CAP II format, old CAP II will be discontinued and only the new one will be used, Till that happens, the old CAP II will continue.
  • CIT (A) may continue to send the reports to the statistical wing till the first quarter reports are not captured in the offline utility.

FAQs

1Q) Is this CAP2 V1_03 utility for All Months? Can we start using it?

1A) No, The currently uploaded CAP2 V1_03 is only for the month of April 2011, Once this data is received and reviewed, then any corrections required will be done to the next version which can be used for all subsequent CAP2 report submissions. The CAP2 utility expects correct pole Details to be submitted with the report. To ensure this, it has been made mandatory that only after the Local Administrator confirms that all offices administered by him/her have been correctly defined, and the definitions have been communicated back to each office, can the office start submitting data using the CAP2 utility. This data must be submitted ONLY using the provided utility and cannot be copied to any other Excel file or utility and entered. Hence, whether a utility is being used by Local Administrator to capture the Role definition, or by the offices to enter CAP2 report, the Data must be captured in the downloaded utility for the purpose, and, in the case of CAP2 Report, the XML generated from this utility must be submitted without any change to the name of the generated XML.

3Q)    What are the permissions that can be associated with a function?

3A)    The permissions that can be associated for each of the functions are “Enter” and “Compile”.

Enter permission is associated with offices which are collecting data and submitting to their monitoring role (supervisory role).

Compile permission is associated with all monitoring roles who will be aggregating the data of the subordinate roles.

4Q)    What is a role?

4A)    A role is defined by the Office Designation PLUS Function PLUS Permission associated to that function.

5Q)         Who is a Local Administrator?

5A) Local Administrator is a Special Administrative Function associated to an office which is responsible for completing the Role Definitions and validating the same for use on iTaxnet. The Local Administrators have been identified such that all the offices in India under CBDT are covered when all the roles identified by all Local Administrators are collected for each of the Functions.

6Q)          Can one office have Compile and also Enter permission for the same Function?

6A) Yes, but the roles, by definition are distinct and separate. Hence, in the role definition worksheet, it will appear as 2 separate Rows where all other details will be same, but the Permissions on the Function will be different.

7Q)            Does the system support scenarios where a user has more than one role?

7A) Yes, the same person may be having one or more office designation and/or one or more Functions and /or one or more permissions per function. Each of these is treated as a separate role on iTaxnet and iTaxnet allows mapping of these multiple roles to the same user. Hence, when the user logs in on iTaxnet, in the New Cap2 Report, the user can see all the roles mapped to his/her login and can select any of the roles to review the Report Status and the Reports entered / compiled for the selected period,

8Q)        Can a role be mapped to more than one users?

8A) No, one role can only be mapped to one user. One role can have only one parent role, The roles have to hence be defined in this manner. Practically, it may be possible that an office is located in Region A, but is handling data from Region A and B and reporting to the monitoring role of either Region A or alternatively, is reporting to the monitoring role of Region A as well as Region B depending on whether data came from which region, iTaxnet allows handling this situation in various ways. Implementation A) The office may be defined using 2 roles, one for data from Region A, another for dat from Region B, and reporting of Region A data may be done to supervisory role for Region A, and of B may be done to supervisory role for Region B.

Implementation B) The office may remain as one, however the supervisory office may also be split up into 2 roles on iTaxnet, 1 for this particular function, and another for rest of the functions. (ex :CCIT(Regionl) may be defined in iTaxnet as CCIT(Region 1) for the CC function, and CCIT(Region 1/2) for 11).5 may be defined as the additional role for the same office designation, but where the subordinate role may be CIT(TDS) Region 1/2.

9Q) Who should be identified as the parent role of a subordinate?

9A) The objective of CAP2 Report on iTaxnet is to allow the functional hierarchy to be able to compile data from their subordinates for their specific functions. For ex: DIT of International Taxation and Transfer Pricing may be located in a particular Region, and for Administrative purposes may be reporting to CCIT (CCA) for that region, however, for the purpose of CAP2 report submission, the data has to be aggregated by DGIT for the respective function, and hence the Functional Reporting is to DGIT (International Taxation) for the International Taxation Function. To that extent, the parent role is defined as that role who is responsible for Compiling the data of the subordinates for that function,

10Q) Can the same login id be linked to two different officers?

10A) No, the login id is the login of the officer. It is based on Employee ID. Hence, no two people can have the same login id.

11Q) What does Enter and Compile permissions exactly mean, and why are they mandatory.

11A) Only offices having Enter permission are required to Enter the CAP2 report and submit it for compilation by the monitoring offices. Important to note is that this DOES NOT mean that, for ex, in the case of Assessment function, only AO can Enter data. Even monitoring offices such as CIT, Addl. CIT, will have Enter permission to enter their own data in the Revised CAP2 format. Hence, it is very important that the system is made aware of which offices have Enter permission for each function, and which offices have Compile permission for each office.

If an office does not have compile permissions for a Function, then it means that the office has no subordinates whose data it needs to compile.

If an office has Enter permissions for a function, it necessarily must have a parent /monitoring office to which it is submitting the Entered data, wherein the monitoring office necessarily must have Compile permission for that function.

12Q) Can the same office have Enter and Compile, both permissions? How to insert this in the Role Definition Sheet?

12A) There may be cases where an office may have both, Enter as well as Compile permission , especially when the office has subordinate offices whose data it is compiling for the particular function, and it also is responsible to enter data of its own. Such an office, when compiles, it will compile the data of the subordinate offices and also its own data to arrive at the final compiled data for the month.

While filling the Role Definition Sheet, it is necessary that 2 rows be created for the same office, if it has both Enter and Compile permissions. Select Enter in one of the rows, and Compile in the other row.

13Q) What care is required to be taken by Local Administrator while submitting Role Definition Sheet?

13A) Ensure that two people cannot have the same Login id. Ensure that for every office having Enter permissions for a function, there must be a parent office with Compile function listed for that function. Ensure that All fields marked in Red are filled as they are compulsory. Role id is not compulsory. The functioning of CAP2 depends entirely on the accuracy of the Role Definition sheet, and hence due care must be taken to ensure every entry is thoroughly checked and verified before submitting.

14Q) Why is email id required in Role Definition?

14A) Email id is required to enable Local Administrator to communicate effectively with the Offices in case of any issues.
