For FY 2024–25, the Institute of Chartered Accountants of India announced that its technical suggestions on annual GST return and reconciliation forms GSTR-9 and GSTR-9C have been largely accepted through Notification No. 13/2025-Central Tax dated 17 September 2025. The amendments permit payment of additional tax liability through both electronic cash and credit ledgers, allow ITC-based tax payment reporting in GSTR-9C, and prevent wrongful lapsing of IGST credit on imports by introducing a separate disclosure row. Reporting has been streamlined by expanding Table 10 to include original invoices and debit/credit notes reported in the next financial year, aligning GSTR-9C tables for e-commerce operator supplies, and clarifying ITC reversals and reclaims. Table nomenclature has been simplified to avoid confusion, and reconciliation tables now separately capture tax, interest, penalty, and late fees. Overall, the changes improve accuracy, reduce mismatches, and align form instructions with GST law.
