Svamitva is an abbreviated form of ‘Survey of Villages Abadi and Mapping with Improvised Technology in Village Area’.

Svamitva Yojana was launched by the Prime Minister of India, Shri Narendra Modi, on National Panchayat Day in the year 2020 i.e., on 24th April 2020. It is a central- sector scheme that promotes socio-economic empowerment developing a more self-reliant rural India.

The Yojana is going to be implemented in a phased-wise manner from the year 2020 to the year 2025. Initially, the pilot phase of Svamitva Yojana was implemented in the States of Uttar Pradesh; Karnataka; Haryana; Madhya Pradesh and Uttarakhand. However, eventually, all the villages in India will be covered under the Yojana.

The current article briefly covers the objective; eligibility criteria; list of various departments involved and different components of Svamitva Yojana.

Objectives of Svamitva Yojana –

The objectives of Svamitva Yojana are briefed hereunder –

1. To reduce property related disputes by providing precise land records while improving financial liquidity;

2. To create accurate land records for the rural planning;

3. To enable the rural people so that they can use their property as Financial Asset and accordingly take bank loans as well as avail other financial benefits from the same;

4. To enable dispute free buying of the property and selling of the property in rural areas;

5. To facilitate the creation of GIS [Geographic Information System] maps as well as survey infrastructure;

6. To use GIS maps for the preparation of better quality Gram Panchayat Development Plan.

Eligibility criteria under Svamitva Yojana –

The only criteria to be satisfied under Svamitva Yojana is that the beneficiary should be people living in rural areas of India with populated land on or after 25th September 2018.

Various departments working under the Svamitva Yojana –

Following is the list of departments that are involved in carrying out the Svamitva Yojana –

1. Ministry of Panchayati Raj;

2. Technology implementation agency – Survey of India;

3. State Revenue Department;

4. Department of State Panchayati Raj;

5. Local district authorities;

6. Gram Panchayat;

7. National Information Centre;

8. Property owner.

Components of Svamitva Yojana –

The components of Svamitva Yojana are explained hereunder –

1. Establishment of Continuously Operating Reference Stations [CORS] network;

2. Large Scale Mapping using Drone;

3. IEC [Information, Education, Communication] activities;

4. Enhancement of Spatial Planning Application known as ‘Gram Manchitra’;

5. Online monitoring system for analyzing the progress of the activities;

6. Setting up of the programme management units at –

    • National level – National Programme Management Unit; and
    • State level – State Programme Management Unit.

7. Development and maintenance of Yojana Dashboard. Further, integration of drone survey data with the Ministry’s Spatial planning application in order to support planning at a local level.
