The Commissioner of Customs, JNCH, has announced the automation of refund applications and processing in line with CBIC Circular No. 05/2025-Customs dated February 17, 2025. An online system has been developed for electronic disbursal of Customs duty refunds through the Customs Automated System. During the transition, applicants may submit refund claims manually or online until March 31, 2025. After this date, manual submissions will not be accepted unless permitted by the Commissioner for valid reasons. All importers, exporters, and customs house agents (CHAs) must familiarize themselves with the new system and submit future refund claims exclusively through the ICEGATE portal. Any implementation-related issues should be reported to the Customs office.

Subject: Automation of Refund Application and Processing in Customs — reg

Kind attention of all the Importers/Exporters/CHAs and all concerned is invited towards the Circular No. 05/2025-Customs dated 17.02.2025 issued by CBIC regarding automation of refund application and processing in Customs.

2. For electronic disbursal of refunds, an online processing and disbursal of Customs duty refund application has been developed and is enabled on the Customs Automated System.

3. In this regard, for ease of reference Circular No. 05/2025-Customs dated 17.02.2025 issued by CBIC is attached herewith wherein key aspects relating to the electronic processing of refund have been elaborated.

4. As a transitional measure, applicant may file refund either manually or online till 31,03.2025. However, no manual refund application shall be accepted after 31.03.2025, unless the same is allowed by the Pr. Commissioner/Commissioner of Customs, for the reasons to be recorded in writing.

5. All the Importers/Exporters/CHAs and other concerned are hereby requested to apprise themselves of the key aspects as indicated in the Circular No. 05/2025-Customs dated 17.02.2025

6. All the Importers/Exporters/CHAs and other concerned are hereby also requested to file all their future refund claims through online (ICEGATE Portal) mode only as no manual refund application shall be accepted after 31.03.2025 without any valid or plausible reason.

7. Any difficulty noticed in the implementation of this Public Notice may be brought to the notice of this office.
