Dear Collages,

This week I am happy to inform that subsequent to the relaxation granted by DoPT to 2008 batch, the DPC for their promotion to Joint Commissioner has been held and the proposal has been sent to the competent authority for approval. Simultaneously, I am happy to inform that the ACC has approved the promotion of officers of 1981-82 batches to the grade of Principal Chief Commissioners/Principal Directors General in the Apex Grade as well as the promotion of officers of 1984-85 batches to the grade of Chief Commissioners/Directors General in the HAG+ grade. Necessary orders for all these proposals shall be issued shortly.

I am sure that by now, all the Chief Commissioners (CC) and the Directors General (DG) have already relieved the concerned officers in compliance with various transfer orders of AGT, 2017 mentioned in DGHRDs letter 7th June, 2017. In case this has not been complied with by any CC/DG, they would need to give me an explanation for non compliance. In any case, no salary should be drawn for all those officers who are not relieved by 23rd June, 2017 and they will be deemed to be relieved.

We are in receipt of many representations from officers consequent to the issuance of AGT, 2017 orders in various grades. Given the compulsions of the roll out of GST, I must reiterate that all officers have to join their new place of posting whereafter their representations will be considered.

Member(Admn) has issued a letter dated 22nd June, 2017 addressed to all Chief Commissioners and Directors General on implementation of GST on 1st July, 2017 and preparation thereof. I would, request you to follow the preparatory steps as mentioned in the letter and send some photos and reports about the GST day celebration in your office on the 1st July, 2017 to the DG(TPS) for further publicity.

Member(Customs) has also issued an advisory dated 20th June, 2017 on GST roll out and preparedness with regard to Customs. I would like to request all of you to go through the advisory carefully and appraise the officers and trade about the changes mentioned in the letter to ensure smooth movement of goods across the borders.

On the GST front, as on date, all the States/UTs except Jammu & Kashmir have passed the GST laws. Further, to begin the process of rolling out the new GST laws, 8 notifications have been issued on 19th June, 2017, which are effective from 22nd June, 2017. You may like to see the departmental website for these notifications. In this process, the new GST formations have come into existence with effect from 22nd June, 2017.

Now we are in the last week of the run up to the GST day. A historic day where all our efforts through the years will bear fruit. With all preparedness, we welcome the transition to GST where the country will usher in a new era of uniform taxation. I am very confident that all officers and staff of CBEC will live up to the huge expectations and responsibility that is cast on us.

I take this opportunity to inform that Shri R. K. Sharma, Chief Commissioner, Kolkata Zone and Shri S. Rajkumar, Chief Commissioner, Mysore Zone were given a fond farewell by the Board members and senior officers, although a little in advance of their superannuation, due to the roll out of GST coinciding with their date of retirement. On behalf of all the officers and staff of CBEC, we wish them a very happy and healthy post retirement life and thank them for their long years of service to our department.
