It is desirable that different schemes launched by a Mutual Fund are clearly distinct in terms of asset allocation, investment strategy etc. Further, there is a need to bring in uniformity in the characteristics of similar type of schemes launched by different Mutual Funds.
It has been decided that all the existing FCRA registered associations and those who are seeking registration/prior permission or accepting foreign contribution are required to register with DARPAN Portal with all the necessary information such as Organization PAN, email, Mobile Number & Name of Chief Functionary as mandated in the portal to generate the Unique Identification Number.
It has been decided to revise the limit for investment by FPIs in Government Securities, for the October – December 2017 quarter, as follows: a. Limit for FPIs in Central Government securities shall be enhanced to INR 189,700 cr. b. Limit for Long Term FPIs (Sovereign Wealth Funds (SWFs), Multilateral Agencies, Endowment Funds, Insurance Funds, Pension Funds and Foreign Central Banks) in Central Government securities shall be revised to INR 60,300 cr.
Vide the aforesaid Circular, Board had decided to constitute three – member Committees of Chief Commissioners and Commissioners, which will examine the proposals for write – off of irrecoverable arrears and recommend deserving cases to the authority competent to order such write – off in terms of the Boards Circular dated 21.9.1990.

It is decided to revise the reporting formats for Category III AIFs so as to capture the information pertaining to investment in commodity derivatives as per enclosed Annexure. It has been clarified that in cases where service was received before 1-7-2017 and payment for the value of the service was also made before 1-7-2017, but the service tax was paid by 5th/6thJuly 2017, details of credit should be indicated in Part I of Form ST-3 by filing a revised return.
The limits for investment by FPIs for the quarter October-December 2017 is increased by INR 80 billion in Central Government Securities and INR 62 billion in State Development Loans.
