The CGST and Central Excise Commissionerate, Raigad, issued Public Notice No. 01/2025 on October 28, 2025, outlining new procedures for taxpayer grievance redressal and services in line with CBIC’s directives dated October 13, 2025. The guidelines aim to enhance transparency, streamline administration, and adopt an “Open Door Policy” using improved technology and standardized processes. Under the new framework, Deputy and Assistant Commissioners of each Division will conduct fortnightly Open House meetings to address taxpayer concerns. In addition, divisional heads will remain accessible during office hours for direct interaction with taxpayers.
Recognizing the geographical challenges of the Raigad region, which includes remote areas like Roha, Mahad, Rasayani, and Khopoli, the Commissionerate has allowed trade associations to collect grievances from taxpayers in such regions and present them collectively to divisional heads. To ensure accessibility, local meetings and seminars will be organized in association with trade bodies to provide solutions closer to taxpayers’ locations.
If a grievance exceeds the competence of divisional officers, it will be promptly escalated to higher authorities. The Additional or Joint Commissioner (P&V), CGST & Central Excise, Raigad, has been designated as the officer responsible for overseeing and ensuring prompt resolution of taxpayer issues. His office is located at the GST Bhavan, Sector 17, Khandeshwar, Navi Mumbai. Trade associations and chambers of commerce have been urged to publicize the notice widely among their members. The initiative reflects an administrative effort to make grievance handling more efficient and accessible to taxpayers across the Raigad jurisdiction.

Attention of Trade is invited to the Instructions issued by the CBIC, New Delhi under F. No. 130296/12025-CX Section-CBIC dated 13.101025 regarding the use of enhanced Technology, streamlined administrative procedures and standardization of process of adopting an “Open Door Policy” for issues related to the Taxpayer Services and Grievances Redressal.
In order to achieve the CBIC’s directives, the Raigad Commissionerate has devised the following SOPs for taxpayers in its jurisdiction:
Divisional Open House: Deputy/Assistant Commissioners in each Division shall convene fortnightly Open House seminars to address taxpayer problems. In addition to these formal seminars, Divisional heads shall also be generally accessible during normal office hours to address taxpayer queries, as pan of the broader “Open Door Policy.” The Divisional heads to strictly adhere to the timeline as prescribed by the Board office.
To ease hardship: The Raigad Commissionerate covers a vast geographical area, including remote locations like Roha, Mahad, Rasayani, Khopoli etc. It may be difficult for taxpayers in these areas to travel to the divisional head office for every grievance. The Trade associations may collect grievances from common taxpayers and present them before the divisional head so as to enable facilitating the process for both taxpayers and the lax authorities.
To provide solutions at the doorstep: Considering the Taxpayer located at remote places, seminar or meetings may be organised locally in association with trade bodies in their vicinity so as to ensure easy access and to resolve their queries at their door step.
Referral to higher authority: If a grievance is beyond the divisional heads competency, it should be escalated to the appropriate higher authority for prompt resolution.
Designated officer: The Additional/ Joint Commissioner,(P&V), CGST & C.Ex., Raigad Commissionerate, has been appointed as the designated officer for this purpose. He shall ensure to extend prompt resolution of issues to the taxpayers and trade. His office is located at 40 Floor, GST Bhavan, Plot no. I, Sector 17, Khandeshwar, Navi Mumbai.
All the concerned Trade Associations and Chambers of Commerce and Industries are requested to give wide publicity and bring the contents of this Public Notice to the notice of their members and constituents for necessary guidance.
