(a) Notification No. 71 dated 09.09.2011 made export of non-basmati rice free by the private parties from privately held stocks only through Custom EDI ports. Two changes are being notified now in this notification:

(i) State Trading Enterprises (STEs) including M/s. NCCF & NAFED have also been permitted to export privately held stocks of non-basmati rice.

(ii) Export of non-basmati rice is also being permitted from non-EDI Land Custom Stations on Bangladesh and Nepal border. The only requirement for export through LCS will be registration of quantity with DGFT.

(b) This notification also consolidates some other notification on the subject.

Subject:- Permission for export of non-basmati rice through Land Custom Stations (LCS) on Indo-Bangladesh and Indo-Nepal border.

S.O.(E) In exercise of the powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992) read with Para 2.1 of the Foreign Trade Policy, 2009-2014, the Central Government hereby makes the following amendments in the column “Nature of Restriction” of para 2 of Notification No. 71 (RE-2010)/2009-14 dated 09.09.2011. Provisions of Notification No. 76 (RE-2010)/2009-14 dated 23.09.2011 is incorporated here at para 2.

State Trading Enterprises (STEs) including M/s. NCCF & NAFED are also permitted to export privately held stocks of non-Basmati rice.

2. Export shall be through Custom EDI ports. Export is also permitted through the non-EDI Land Custom Stations (LCS) on Indo-Bangladesh and Indo-Nepal border subject to registration of quantity with DGFT. RAs Kolkata & Patna and such other RAs as notified by DGFT from time to time will be the designated RAs for the purpose of such registration of quantity.

2. In addition to above, export of non-Basmati rice (i) under Food Aid Programme and (ii) under bi-lateral trade agreement between Government of India and Government of Maldives shall be permitted.

3. Effect of this notification:

(a) Notification No. 71 dated 09.09.2011 made export of non-basmati rice free by the private parties from privately held stocks only through Custom EDI ports. Two changes are being notified now in this notification:
