Institute of Company Secretaries of India (ICSI) has addressed a letter to Dr. Manoj Govil, IAS, Secretary of the Ministry of Corporate Affairs, highlighting significant technical issues faced by stakeholders in filing the return in Form DPT-3 for the financial year ending March 31, 2024. These issues include forms not saving, incorrect pre-filled data, errors during form editing, problems with Digital Signature Certificates (DSC) registration, and validation errors. As the deadline for filing is June 30, 2024, ICSI requests urgent resolution of these problems to ensure compliance. The ICSI is ready to provide further information or clarification as needed.

Subject: Issues in filing of return in Form DPT-3 for the financial year ending 31.03.2024

Respected Sir,

We wish to draw your attention towards the provisions of Rule 16 of the Companies (Acceptance of Deposits) Rules, 2014 which provides that every company to which these rules apply is required to file with the Registrar a return in Form DPT-3 on or before the 30th day of June of every year and furnish the information contained therein as on the 31st day of March of that year duly audited by the auditor of the company.

In this regard. we hereby bring to your kind notice that the Institute is getting communications from the stakeholders that they are not able to file Form DPT-3 due to following technical issues:

1. Form is not getting saved, error of ‘Technical Error; pop up and due to which Form is required to be filled multiple times.

2. While filing the Form. pre-filled data of some other company is appearing in Form DPT-3.

3. In certain cases, after the Form is being edited, details of some other company appear in the Form. Also, in few other cases after ‘Edit’ option is clicked, whole forms turn blank and no data appears to be in the Form.

4. When the user tries to upload the Form, an error message appears as “DSC not registered in V3”, even though DSC is already registered. Also, the user is unable to re­register the DSC again since the site pop-up that the ‘DSC is already registered’.

5. In case of DSC. another issue is being faced i.e., of error of validation as system pop up the message ‘DSC is not valid’.

In view of the above. as the last date of filing of this Form is approaching (June 30, 2024), we request you to kindly consider our submission for resolution of the above cited issues at the earliest.
