Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, issued Notification No. 04/2025-26 on April 15, 2025, announcing an amendment to Import Policy Condition No. 07(i) of Chapter 27 in Schedule-I of the ITC (HS), 2022. This revision pertains to the Coal Import Monitoring System (CIMS). Previously, importers were required to pay a registration fee of Rs. 1 per thousand on the CIF value of imports, with a minimum fee of Rs. 500 and a maximum of Rs. 1 lakh. As per the new notification, the registration fee for obtaining the Automatic Registration Number under CIMS will now be determined in accordance with the scale provided in Appendix 2K. This change is effective immediately and aims to streamline the fee structure as part of the implementation of the Foreign Trade Policy, 2023. The notification was issued with the approval of the Minister of Commerce & Industry and signed by the Director General of Foreign Trade, Santosh Kumar Sarangi.

Subject: Amendment in Import Policy Condition No.07 (i) of Chapter – 27 of Schedule-I (Import Policy) of ITC (HS), 2022 reg.

S.O. 1725(E).— In exercise of powers conferred by Section 3 and Section 9 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023 (as amended from time to time), the Central Government hereby amends the Import Policy Condition No.07 (i) of Chapter – 27 of Schedule-I (Import Policy) of ITC (HS), 2022 notified vide Notification No. 34/2023 dated 04.10.2023, with immediate effect, as under:

Effect of the Notification:

The Registration Fee for obtaining Automatic Registration Number under Coal Import Monitoring System (CIMS) will be subject to the scale of fee mentioned in Appendix 2K.

This issues with the approval of Minister of Commerce & Industry.
