The Government of India, under the Ministry of Commerce and Industry, Department of Commerce, and the Directorate General of Foreign Trade (DGFT), has issued a significant notification, Notification No. 34/2023-DGFT, dated October 4, 2023. This notification introduces a crucial amendment in Policy condition No. 07 (ii) of Chapter – 27 of Schedule-I (Import Policy) of ITC (HS), 2022.

The existing policy condition required importers to apply for registration not earlier than the 60th day and not later than 5 days before the expected date of arrival of the import consignment. The Automatic Registration Number was valid for 75 days, and the importer had to enter the Registration Number and expiry date of Registration in the Bill of Entry for customs clearance.

Revised Policy Condition: With the amendment, the importer can now apply for registration not earlier than the 60th day and until the arrival date (Zero Day) of the consignment at the gateway port. The Automatic Registration Number remains valid for a period of 75 days, and the importer must enter the Registration Number and expiry date of Registration in the Bill of Entry for customs clearance.

Immediate Effect: It’s crucial to note that this amendment is effective immediately. Therefore, individuals and businesses involved in coal imports must adhere to the revised registration timelines and procedures as outlined in the amended policy condition.

Subject: Amendment in Policy condition No. 07 (ii) of Chapter – 27 of Schedule-I (Import Policy) of ITC (HS), 2022 reg.

S.O. 4331(E).- In exercise of powers conferred by Section 3 and Section 9 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023 (as amended from time to time), the Central Government hereby amends the Policy condition No.07 (ii) of Chapter – 27 of Schedule-I (Import Policy) of ITC (HS), 2022, with immediate effect:

2. Effect of the Notification:

Time period for applying registration under Coal Import Monitoring System (CIMS) has been revised with immediate effect.

This issues with the approval of Minister of Commerce & Industry.
