Department of Commerce, Ministry of Commerce & Industry vide Notification dated 18th December, 2019 allowed import of Urad upto an annual quota of 04 lakh MT and the same will be allowed only to the Millers/Refiners as per procedure to be notified by Directorate General of Foreign Trade.
As per Trade Notice No.06/2019-20 dated 04.2019, 1.5 lakh MT of Urad has already been allocated. Additional quantity of 2.5 lakh MT of Urad is to be further allocated for import during the fiscal year 2019-20.
Similarly, for exports to Nepal under South Asian Free Trade Area (SAFTA) and SAARC Preferential Trading Arrangement (SAPTA), the Preferential Certificate of Origin shall be applied and issued only from this platform with effect from 18th December 2019.
IEC holders as mentioned in the two Annexures of this Trade Notice are requested to take immediate steps to correct their IEC data before 15 December 2019, failing which these IECs will be suspended by the jurisdictional DGFT Regional Authority (RA).
Importers who have got the quota but do not import the same by the same deadline (31st October for Urad and Moong and 15th November for Toor), proceedings will be initiated against them under FTDR Act.
Members of the trade and industry are hereby advised to be careful while mentioning HS Codes in the Bill of Entry, in case of imports and Shipping Bills in case of exports, and indicate the specific HS codes of items at 8 digit where they exist, instead of using the ‘Others’ category in a loose and inaccurate manner Any wilful mis-declaration of HS Codes will be duly dealt with under Foreign Trade (Development & Regulation) Act, 1992.
In order to address this issue of imposition of higher late cut by the system for re-activated shipping bills, members of the trade and the RAs may take note of the steps as mentioned in the sequence below:
All importers are requested to stick to the date and complete their import by 31.10.2019, failing which the importers may be debarred for allotment of quota of pulses in future.
A new online platform for issuance of Preferential Certificate of Origin has been developed which would be a single-point access for all FTAs/PTAs, for all designated CoO issuing agencies and for all export products.
The quota of 4 Lakh MT is distributed amongst MMTC and NAFED, equally. Therefore, MMTC is allocated total quantity of 2 Lakh MT and 2 Lakh MT is allocated to NAFED under the TRQ Scheme for 2019-20, subject to the conditions mentioned in Trade Notice No.25 dated 09.07.2019.
