Dear Colleagues,

This week the Principal Secretary to the Hon’ble Prime Minister, the Cabinet Secretary and the Revenue Secretary held a video conference (VC) with the field officers of both Centre as well as States, to assess the issues that have come up in implementation of GST so far and to consider measures to increase the tax base. For those who were not a part of the VC, a presentation was made by CBEC, which was followed by an interactive session. A copy of the presentation has been e-mailed to all the Chief Commissioners. The thrust of the conference was to focus on increasing registrations under GST, ensuring 100% return filing by those already registered, hand holding the taxpayers, especially the smaller ones, into this new regime. Suggestions were also called for reducing the compliance burden for those below the threshold so that they opt for registrations voluntarily.

As you all are aware, the last dates for filing of GSTR-1, 2 and 3 for the month of July, 2017 have been extended to 10th, 25th and 30th September, 2017, respectively. We must ensure that all possible assistance is provided to the taxpayers in need so that they can meet these deadlines. An advisory on filing of returns has also been uploaded on the departmental website which may be gone through and be given wide publicity.

In the light of the emphasis given on reduction of litigation by the Hon’ble Prime Minister in the recently concluded Rajaswa Gyan Sangam, I would like to inform you all that Member (Legal), would be issuing letters shortly outlining the action to be taken. Our immediate focus is on reducing litigation in all legacy matters of Service Tax and Central Excise. Zonal Principal CCs / CCs are requested to give this matter utmost priority.

I am happy to inform that Shri Aslam Hassan, Joint Commissioner, currently posted in Vizag, has composed a song on GST. The same is being made available on Antarang shortly.

As most of you would be aware, the 21st GST Council Meeting is being held in Hyderabad on gth September, 2017 during which the Council will deliberate on several important issues. The outcome of the discussions of the Council will be shared thereafter.

One hundred and forty seven probationers of the 67th batch of the IRS (C&CE) had the privilege of calling on the Hon’ble President of India at the Darbar Hall, Rashtrapati Bhawan on 6th September, 2017. Six of these probationers had the opportunity to present their experiences before the Hon’ble President. The Hon’ble President also gave a very motivational speech which I am sure will be a huge inspiration to these young officers as they set out on their formal career path.

On the retirement of Smt Ananya Ray, Member (CBEC), a fond farewell was given to her by other Members of the Board, officers based in Delhi and others who were able to attend. Several officers shared their experience of working with her, over her 37 year long service period. Also during this week, Shri Prasanna Kumar Dash, Director General, NACIN, who is moving on to join the Settlement Commission, was given a fond farewell in a small get together in North Block by the Members and other officers posted in the Board.
