TRADE NOTICE NO. 6/2018-19

Subject: Laying down of modalities for import of Pigeon Peas (Cajanus cajan)/Toor Dal, Moong /Urad dal for the fiscal year 2018 — 2019.

Vide Notification No. 19/2015-2020 dated 5.8.2017, import policy of Pigeon Peas (Cajanus cajan)/Toor Dal under EXIM Codes: 07136000, 07139010 and 07139090 was revised from ‘free’ to ‘restricted’ with an annual (fiscal year) quota of 2 lakh MT.

Subsequently, vide Notification No. 22/2015-2020 dated 21.08.2017 read with Notification No. 6/2015-2020 4.5.2018 import policy of Urad / Moong dal under EXIM Codes: 07133100, 0713 90 10 and 0713 90 90 were revised from ‘free’ to ‘restricted’ with an annual (fiscal year) quota of 3 lakh MT (1.5 Lakh MT for Urad and 1.5 Lakh MT for Moong)

3. Accordingly, applications are invited from millers/ refiners for import of 2 lakh MT of Pigeon Peas (Cajanus cajan)/Toor Dal and 1.5 Lakh MT for Urad and 1.5 Lakh MT for Moong under EXIM Codes: 07133100, 07136000, 07139010 and 07139090 during the fiscal year 2018­19 as per details below:

(i) Applications:

a. Applications are invited online from the intending millers/refiners (having own refining/processing capacity) of pulses for its import as per ANF-2M of FTP 2015-20 to DGFT, at policy2-dgft@nic.in besides the concerned jurisdictional Regional Authorities . A signed copy of the application shall also be submitted to the DGFT Hqrs. (Policy 2 Division), Udyog Bhawan, New Delhi. Application fee for these applications shall be paid according to procedure as per Appendix 2K of Appendices & Aayat Niryat Forms. For each refining/processing unit, applicants shall give self declaration of its monthly/annual refining/processing capacity while providing self certified copy of latest IEM issued by DIPP and/or any other document indicating its refining/processing capacity.

b. The applications will be received between 12th May to 25th May, 2018 (till 6 pm). The allocation of quota to each eligible applicant shall be notified on 1st June, 2018, as per the decision of the EFC under Para 2.51 of the HBP, 2015-20. The EFC, while considering applications, will take into considerations; inter alia, the monthly/ annual refining/processing capacity of the applicant, the quantity applied for by the applicant and the total number of applications received. The total available quota for each category will be distributed equally or the applied quantity, whichever is lower, amongst eligible millers/refiners.

c. The quota will be issued with the condition that Importers will complete their imports by 31st August, 2018.

(ii) Reporting: The license holders shall submit weekly statements (every Monday) indicating the actual arrival of shipments at the Indian ports at policy2-dgft@nic.in; and to his jurisdictional Regional Authority.

(iii) DGFT reserves the right to make any changes, including cancelling the offer of application under this Trade Notice and invite fresh applications.

Effect of this Trade Notice : Application process for import of 2 Lakh MT of Pigeon Peas/ Toor Dal and 1.5 Lakh MT for Urad and 1.5 Lakh MT for Moong is laid down.
