Online facility for obtaining import license for ‘Restricted’ items from 18th March, 2019 (Para 2.50 of Handbook of Procedures, 2015-2020)-regd

Subject: Online facility for obtaining import license for ‘Restricted’ items from 18th March, 2019 (Para 2.50 of Handbook of Procedures, 2015-2020)-regd.

In line with the revised application form ANF-2M issued vide Public Notice No. 79 dated 15th March,2019, a new module for filling such online applications to DGFT(HQ) has been made operational from 18 .03.2019.

2. All applicants [individuals, corporate or State/Central entities) are required to use this online facility for filing applications and no application will be accepted in offline mode. IEC is essential for this online module; the entities not having an IEC, may use the relevant IEC no. as per the Annexure-I. 3. The step by step process for filing online application for Import license is as under:

(i) Visit DGFT website http://dgft.gov.in

(ii) Select “Services” tab.

(iii) Click on “ECOM” and select “Online ECOM Application”.

(iv) Page with “e-filling of Application ” will open

(http://dgftcom.nic.in/eComapplications.html)

(v) Select “Restricted Item for import license“.

(vi) Login to application after OTP based authentication using email / mobile

(vii) Fill IEC details*, RCMC details (if applicable) and other data fields along with details of import items; attach documents (in pdf format- max 5MB) and make payment online.

(viii) Select the concerned jurisdictional RA from the dropdown list and submit your application.

(ix) Instant acknowledgement of application will be received on the applicant’s mobile and email.

4. While submitting the application form it may kindly be noted that:

(a) Multiple/Different import items are permitted in a single application subject to the following:

(i) Only one port of Registration (POR) for Customs purposes is allowed for all the import items mentioned in the application. This Customs Port of Registration cannot be changed, once the Import License has been issued by the RA of DGFT.

(ii) No import from non – EDI ports is permissible;

(iii) In case, different ports of registration are required, applicant may file separate applications.

(b) Separate applications may be made for import of “Restricted” items, STE items (canalized through state agencies) and items for Govt. supply. These items cannot be clubbed together, in one application.

(c) CIF value of import items can be filled in their actual currency code. However, the cumulative value will only be reflected in one of the GCA currencies.

(d) All mandatory documents required for examination of the application must be uploaded in pdf format, duly signed and stamped by the applicant/applicant firm.

5. Further, online applications must incorporate mandatory requirements under relevant Law/Rule/Regulations.. An illustrative list is as under:

· CA certificate indicating production/consumption data for last 3 years

Import of slag · State Pollution Control Board certificate
Import of ozone depleting substance · CA certificate indicating production/consumption data for
last 3 years
Import of Wild Animals under Animal Exchange Programme · Recommendation of Central Zoo Authority
Import of Arms and ammunition · Arms Dealer license

· Furnish sale details of arms and ammunitions in preceding 3 licensing year (in Rs.)

For supply to Govt. Deptts. including Police/Defence furnish

· End User Certificate and

· Proforma invoice of the Supplier

Aircraft/Helicopter/Hot Air Balloons/UAVs · DGCA permission, number and date ;

· NoC from WPC of Deptt of Telecom ,if applicable

· Aircraft details
