Subject : ICD /CFS – Setting Up

I am directed to refer correspondence with Ministry of Commerce and other agencies regarding setting up of new ICDs/ CFS. The Port Trusts are also being requested by the Ministry of Commerce to also examine the proposals and offer Comments. It is requested that all such proposals should be examined by Commissioners independent of the examination by the concerned Port Trusts.

2. Such examinations should be done on the basis of norms and guidelines issued by the Board vide various circulars issued from time. The reports of the Commissioners may be sent to Board for examination and onward transmission to Ministry of Commerce. In cases of urgency where required, an advance copy may be sent to Ministry of Commerce directly.
