Ministry of Finance, through the Central Board of Indirect Taxes and Customs (CBIC), has issued a directive emphasizing the importance of conducting periodic reviews of Central Government employees under Fundamental Rule (FR) 56(j)/(l) and the revised Rule 42 of the CCS (Pension) Rules, 2021. This instruction follows previous communications, urging all field formations to adhere strictly to the Department of Personnel and Training (DoP&T) guidelines from August 2020 and June 2024. The directive mandates that consolidated performance review data for the period from April 1 to September 30, 2024, be submitted to the Directorate General of Human Resource Development (DGHRD) by 11 AM on September 30, 2024. Additionally, updated data must be provided by October 2024. Furthermore, specific data concerning employees subject to a 100% penalty cut, and those who have been compulsorily retired, removed, or dismissed under CCS (CCA) Rules, 1965, must be sent to the Directorate General (Vigilance) by the same deadline. The initiative aims to enhance the administration and accountability of government employees, ensuring compliance with performance reviews and disciplinary actions as required by the respective rules.

Periodic Review of Central Government Employees for strengthening of administration under Fundamental Rule (FR) 56(j)/(l) and rule 48 of CCS (Pension) Rules, 1972 [now, revised as Rule 42 of CCS (Pension) Rules, 20211-reg.

This has reference to Board’s letter of even number dated 22.08.2024 and 30.08.2024 on the above cited subject, wherein all field formations were directed to strictly adhere to the DoP&T guidelines dated 28.08.2020 and 27.06.2024 and regularly conduct periodical review of Government Employees in time bound manner and to send compliance report to DGHRD.

2. In this regard, it is informed that DoP&T has been taking regular meetings on this issue, wherein all Ministries/Departments/Organisations are being requested to expedite the process of review of performance of Government employees under their administrative control and provide consolidated information on regular basis.

3. Accordingly, all field formations are requested to furnish the consolidated data in the prescribed format (Annexure-I) for the period from 01.04.2024 to 30.09.2024, to DGHRD, latest by 11 AM on 30.09.2024. Thereafter, updated data may be sent to DGHRD, latest by 10.2024.

4. It is further requested to provide consolidated data in the prescribed format (Annexure-II) relating to Government Employees, against whom a penalty of 100% penalty cut has been imposed and who have been compulsorily retired/removed/dismissed from Service, under CCS (CCA) Rules, 1965, for the period from 01.04.2024 to 30.09.2024, to DG (Vigilance), latest by 11 AM on 30.09.2024. The updated data may be sent to DG (Vigilance), latest by 10.2024.
