(ATAL INNOVATION MISSION)

NOTIFICATION

New Delhi, the 17th February, 2021

S.O. 706(E).—Whereas, the use of Aadhar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner.

And whereas, In exercise of the powers conferred by Para (ii) of clause (b) under sub-section(4) of section 4 of the Aadhaar (Targeted delivery of financial and other subsidies, Benefits and Services) Act 2016 (as amended) (here in referred to as “ act”) read with Rule 5 of the Aadhaar Authentication for Good Governance (Social, Welfare, Innovation, Knowledge) Rules, 2020,Unique Identification Authority of India (UIDAI) and Ministry of Electronics and Information Technology, Government of India have authorised Atal Innovation Mission , NITI Aayog, Government of India to use Aadhar authentication of its Kashi (Cash over Internet) programme on voluntary basis.

And whereas, UIDAI and Ministry of Electronics and Information Technology, Government of India have authorized the authentication of Aadhaar for the following purposes:

i. Digital on-boarding of customer involving authenticating user of Aadhaar and OTP combination

ii. Aadhaar number will act as unique identifier for DBT (Direct Benefit Transfer) transaction for credit eligibility calculations.

And whereas, in order to provide convenient and hassle free benefits to the beneficiaries under the Kashi project, Atal Innovation Mission (AIM), NITI Aayog through its implementing agencies shall make all the required arrangements to make beneficiaries of the “Direct Benefit Transfer” aware of the social benefits of the Kashi initiative that aims to bring financial inclusion across the country to enhance the socio-economic status of the beneficiaries.

This notification shall come into effect from the date of publication in all the states and union territories of the Government of India.
