In view of changes in the rates of incentives mid year during the Mid Term review of the FTP, some minor modifications and further testing of the module is in process. The new online E corn online module of the SEIS will be available to the exporters from 03.10.2018. Therefore, the exporters/ members of trade are requested to apply in the online module for SEIS only after 03.10.2018.
These measures include centralised issue of SCOMET licenses from DGFT Headquarters, live status of license applications on the home page of DGFT website under ‘export facilitation’ and recent public notices simplifying the procedure for export of SCOMET items.
This is regarding registration of exporters under EU GSP REX System and assigning them a REX number enabling them to self certify the origin of product through Statement of Origin for duty preference under European Union Generalised System of Preferences, India is implementing EU GSP REX System w.e.f. 1st January, 2017.
DGFT would start the process of system driven approval of the MEIS claim Applications from 13.09.2018 in respect of exports made through EDI shipping bills. Trade Notice 29/2015-2020, Dated 30th August, 2018 on Director General of Foreign Trade (DGFT) as the Authenticating Officer on behalf of the President of India in all Notifications published in the Gazette of India Extraordinary Part-II, Section – 3, Sub-Section (ii).

However, it is noted that new IEC allottees who have printed their electronic copy of IECs without any photograph on the IECs are facing difficulties in obtaining Registration cum Manufacturers Certificate (RCMCs) from the Export Promotion Councils (EPCs). It has been brought to notice that EPCs are not entertaining the applications for RCMC without photographs on the IEC.
It is being further informed that applicants may now view the status of their applications for Import /Non-SCOMET Export/ SCOMET Export Licenses on the DGFT’s website dgft.gov.in. Allowing import of 125 MT of Peas (under Exim Code 07131000) or less (entire quantity as applied) per contract irrespective of advance payment made before 25.04.2018. Reference is invited to the Notification No. 04, dated 25.04.2018 and Trade Notice No. 19/2018-19, dated 05.07.2018, wherein it was provided that RAs shall issue Registration Certificate for quantity proportionate to the amount paid in advance by the importer before 25.04.2018.
