New applicants who have obtained NABL Certification are representing for allowing them imports of gold dore for obtaining BIS License. Matter has been discussed with BIS and it has been accordingly decided that new applicants, having NABL certification, will be considered for 1 MT of gold dore for obtaining BIS License. Subsequently, no further authorization will be granted to these applicants without BIS License.
Now an Online module has been created to facilitate filing and tracking of these Quality Complaints/Trade Disputes. It has been decided that with effect from 11/02/2019, all such complaints should be filed online as per the following protocol:
a) Complaints received from foreign buyers in respect of poor quality of the products supplied by exporters from India; b) Complaints of importers against foreign suppliers in respect of quality of the products supplied;
This Directorate has notified the form ANF 3D, vide Public Notice 01/2015-20 dated 01.04.2015 as the application Form for Export of goods through courier or foreign post office using e-Commerce under Merchandise Exports for India Scheme (MEIS). This has been amended vide Public Notice No. 72/2015-20 Dated 05.02.2019.
Trade and industry are informed that export of bio fuels for non-fuel purposes from EOU/SEZ will be regulated as under:- (i) The export would be in accordance of the para 6.01 of FTP for EOU and / or Rule 26 of SEZ Rules, 2006 (for SEZ units);
It has been decided that henceforth all applicants seeking relaxation of FTP/HBP provisions must fill up column no. 45 of ANF 2D, while making online application, clearly bringing out the relaxation being sought mentioning the relevant para of FTP/HBP also.
It has been decided that transfer of MEIS/SEIS scrips, which have been issued on or after 14.1.2019,for EDI ports only, will have to be mandatory recorded on the DGFT website (dgft.gov.in). Detailed procedure for recording of transfer of MEIS/SEIS scrips is at Annexure.
It has been decided that in the Redemption/EODC requests, wherever non-EDI Shipping Bills have been declared to be used by the applicant, all RAs while issuing the Redemption Letter/EODC shall make the following remark in the covering letter/certificate itself

The firm may be a proprietorship/ partnership/ LLP firm/ HUF firm / an individual or a company (that includes Government Undertaking/ Public or Private Limited company/ Section 25 company/One Director Company/ Registered Society/ Trust).
