Kamlesh Chandra Varshney Assumes Role as Whole Time Member of SEBI
Mumbai, September 21, 2023 – The Securities and Exchange Board of India (SEBI) welcomes Shri Kamlesh Chandra Varshney as its new Whole Time Member. Shri Varshney officially took charge on September 20, 2023, in Mumbai. His appointment follows his role as Joint Secretary (Tax Policy and Legislation) in the Department of Revenue, Government of India.
Professional Background and Responsibilities:
Shri Kamlesh Chandra Varshney holds an MBA from the prestigious Indian Institute of Management, Lucknow, and is also a law graduate. His diverse career includes experience in the Merchant Navy, where he received training on T.S. Rajendra.
A 1990 batch Indian Revenue Service Officer, Shri Varshney has served in various capacities within the Income-tax Department and Finance Ministry. Notably, he was the first Commissioner of Advance Pricing Agreement (APA), achieving a successful rollout of the APA program in India. His expertise extends globally, as he is part of the panel of tax experts for the United Nations Development Programme (UNDP). Shri Varshney dedicated five years to assisting the tax administration of Papua New Guinea, focusing on investigation and capacity building. His remarkable contributions to Indian Tax policy and the Vivad Se Vishwas Scheme earned him the prestigious Finance Minister Award.
In addition to his professional achievements, Shri Varshney is known for his passion for sports and his enthusiasm for teaching.

Shri Kamlesh Chandra Varshney took charge as Whole Time Member, Securities and Exchange Board of India (SEBI) in Mumbai on September 20, 2023. Prior to this assignment he was Joint Secretary (Tax Policy and Legislation) in the Department of Revenue, Government of India.
Shri Varshney will handle various departments like Market Intermediaries Regulation and Supervision Department, Legal Affairs Department-LAD1, Integrated Surveillance Department, Information Technology Department, Recovery & Refund Department and Special Enforcement Cell.
